Mr. Lehrer provided a draft of the Special Permit Decision and asked that any comments be forwarded <br /> to him. The Chair had requested that the Deputy Fire Chief's comments be included. Mr. Rowley <br /> stated approval would be needed to allow a driveway longer than 200 foot. <br /> PRELF"VII TARY SUBDIVISION PLAN <br /> Submission of Preliminary Subdivision Plan by Cape &Islands Engineering on behalf of <br /> Mark and Donna Lopez at 103 Meetinghouse Road-The Chair read the request. Raul Lizardi- <br /> Rivera, Cape& Islands Engineering, represented the applicant and confirmed that he was in receipt of <br /> Mr. Rowley's feedback and had been in contact with the Fire Department. Changes were being made <br /> to the plan, including changes to allow fire truck access. Additional feedback was being reviewed <br /> before submitting a complete revision to the plan. <br /> Mr. Rowley confirmed that he had attended the meeting with Chief Rullo, which included discussion <br /> about lengthening the T turnaround, and pushing out a bank. Additionally, trees would require <br /> removal and grading required adjusting. Mr. Rowley recommended that a 12" depth of reclaimed <br /> material be added in two layers,with an exaggerated crown to allow run off to travel to both sides of <br /> the roadway. Further detail could be considered during the final review of the plan. <br /> Mr. Balzarini inquired about parking that could occur on the T, preventing Fire Department access. <br /> Mr. Rowley confirmed that no parking on the T could be listed as a condition. Regarding the shared <br /> the driveway, the Chair suggested that instructions be provided to new owners about plowing. Mr. <br /> Lizardi-Rivera confirmed that, because it was a private road, all owners would be responsible for the <br /> plowing of the road. Mr. Rowley inquired about water and Mr. Lizardi Rivera responded that further <br /> review was needed with the Water District. <br /> Mr. Cummings inquired whether it could be conditioned that the road be pitched in both directions. <br /> Mr. Rowley responded that it would be helpful, to minimize potholes and help to preserve the surface. <br /> Future maintenance would be necessary due to plows scraping the crown. Mr. Lizardi-Rivera <br /> confirmed that the matter would be better addressed with the Definitive Plan and would depend upon <br /> identifying the pitching which make the most sense in the different areas. <br /> There was discussion regarding the submittal date of January 9. Mr. Rowley indicated that a vote <br /> could be taken on the preliminary plan, and he would provide a report for the record. The date of the <br /> revised plan was January 10, 2019, Ancient Way Roadway Improvement. <br /> MOTION: Mr. Balzarini made a motion to approve the Preliminary Subdivision Plan named <br /> the Ancient Roadway Improvements,with a revision date of January 10, 2019, subject to the <br /> recommendations for modification of the road cross section in terms of material and other issues <br /> discussed, as appropriate. Mr. Cummings seconded the motion. All voted unanimously. <br /> OLD BUSINESS <br /> Municipal Vulnerability Preparedness Program Discussion &Application Process <br /> Update-Mr. Lehrer reported that the application would fund a workshop to identify action items <br /> related to coastal environmental resiliency, which could then be eligible for additional funds to <br /> complete projects. <br /> 2 <br />
