Chapter 44B65'the sum � oT$400'OOOfor the purpose offunding the MaShpeeParsonage Restoration Project includingmny necessary costs and expenses related thereto as recommended by the Community Preservation Committee, said 3unl to be disbursed subject to and contingent upon prior execution of a K4enoV[andunn of Understanding 6eLvv9an the fund recipient and the Board of Selectmen establishing milestones for full Project funding and a schedule for release of the subject appropriated CPA funds in relation thereto, and,further, subject to the recording of a Preservation Restriction to assure that the subject historic property's intrinsic values will be preserved through any subsequent ownership by restricting the demolition or alteration of its significant historic features, all asrecommended bytheCommunity Preservation Committee,VFtakeany other action relating thereto. Submitted bythe Community Preservation Committee The Community Preservation Committee recommends approval of Article 12 by a vote of 4-3. Explanation: The project seeks to restore and preserve one ofthe few remaining historic buildings inTown,the Tribal Parsonage. The building has fallen into disrepair and requires immediate action before the structure is lost. This project represents a partnership between the Town and the VVanopanoagTribe and relies onthe Tribe raising the balance ofthe funds needed tocomplete the reconstruction. The details and tinning of the release of funds to the Tribe for work that is completed will bebased onaMemorandum ofUnderstanding between the Town and the Tribe. The Board of Selectmen recommends approval of Article 12 by a vote of 3-2 The Finance Committee recommends approval ofArticle l2 by a vote of 4-1 Article 13 To see if the Town will vote, as recommended by the Community Preservation Committee, to appropriate and transfer from the Community Preservation Fund Budgeted for Appropriation Reserve in accordance with the provisions of M.G.L. Chapter 44B §5, the sum of$300,000 to the NqashpeeAffordable Housing Trust (°Trust"); said fundstobe held and expended bythe Board of Trustees of said Trust for the purpose of Affordable Housing, including any necessary costs and expenses related thereto as recommended by the Community Preservation Committee provided, however, that said sum shall be used exclusively for community housing and shall remain subject to all the rules, regulations and UnliiaUoDs of M.G.L. c 44B when expanded by the Trust shall be accounted for separately by the Trust, and, provided further, that at the end of each fiscal year, the Trust shall ensure that all expenditures of said funds are reported to the Community Preservation Committee, Ortake any other action relating thereto.
