Town of Mashpee Depmnt of Pub s 'Works <br /> 350*e nghweRoad <br /> �hra , Mashpee,Massachusetts 02649 <br /> T&phn- (508)539.1420 <br /> Fad- (508)539.3894 <br /> MEMORANDUM <br /> February 5, 2019 <br /> TO: Board of Selectmen <br /> Rodney Collins,Town Manager <br /> FROM: Catherine Laurent, Director &V <br /> RE: Separation and Implementation Plan for Recycling Program Changes at the <br /> Mashpee Transfer Station <br /> Description <br /> At the meeting of December 3, 2018, the Board of Selectmen voted to change the collection of <br /> recycling at the Transfer Station from single stream to source separation, effective for FY20, The <br /> separation and implementation plan for the program changes is presented for review and <br /> approval. <br /> Back round <br /> Single stream recycling has been impacted by stricter regulations imposed by China who <br /> historically has been the primary market for recyclables. Asa result,the tip fee for processing <br /> of single stream recycling has increased significantly, The price paid by the Town in PY18 was <br /> $25 per ton, The estimated price in rY20 is over$100 per ton. MA DEP does not foresee any <br /> improvement in these prices for several years. <br /> Based on the amount of recyclables collected at the Transfer Station,the required increase in <br /> budget for FY20 from FY19 to continue single stream recycling would have been over$50,000. <br /> Recommendation <br /> I recommend that single stream be separated into 5 streams—glass, cans, newspaper, mixed <br /> paper, and plastic. Cardboard will continue to be collected separately. This material still has <br /> value, The current amount paid to the Town is$30 per ton. This payment helps offset the <br /> transportation costs associated with its recycling. <br /> Glass Glass will be tipped at the Dennis Transfer Station. MA DEP awarded a grant to <br /> the Town of Dennis for collection and processing of glass for reuse. Dennis expects to <br /> be operational later this spring April or Mays. Glass collected will be processed into <br />
