<br />  	why  are  there  so  many  questions .     I  said  you  own  the  house,  there  was  a
<br />  	fire  in  your  house,   everyone  is  a  suspect,  the  person  who  reported  the  fire,
<br />  	persons  seen  in  the  area,  it  is  a  process  of  ilimination,  she  was  never  at
<br />  	any  time  harassed,  cohersed  or  threatened.     If  my  memory  serves  me  ritht  she
<br />  	was  given  the  moranda  rights  a  few  times ,  which  at  that  time  she  could  stop
<br />  	answering  questions  if  she  felt  they  were  unfair.    She  never  refused. "    Chm.
<br />  	Thomas  said,   "at  this  time  would  like  to  ask  Police  Chief  Frye,  are  you
<br />  	completely  satisfied  in  the  manner  in  which  this  investigation  has  taken  place'.
<br />  	Chief  Frye  replied,   "yes ,   I  am  and  I  would  like  to  make  a  comment.     In  re-
<br />  	ference  to  this  investigation  I  would  not  let  my  Sgt.  or  any  of  my  officers
<br />  	make  a  statement  concerning  an  investigation  that  is  not  completed ,  and  that
<br />  	goes  for  this  investigation  also.     Sgt.  Cooper  knows  he  cannot  go  out  and
<br />  	talk  to  anyone  about  this  investigation.     It  might  jepodize  the  outcome  of
<br />  	this  investigation.    Also  something  like  this  should  have  come  to  my  attention,
<br />  	and  gone  through  my  general  order,  everythimq would  have  been  kept  in  my
<br />  	department  and  I  would  of  given  the  results  to  the  Board.    The  public  would
<br />  	not  know  what  was  said  in  that  investigation. "    Chm.  Thomas ,   "fine  and  now  I
<br />  	would  ask  Chief  Priestly  if  he  is  satisfied  with  this  investigation. "    Chief
<br />  	Priestly,   "yes ,   and  they  are  doing  a  fine  job. "    Chm.  Thomas  than  turned  the
<br />  	questioning  to  Sel.  Garland,     Sel.  Garland  said,   "  Yes ,   I  would  like  to  ask
<br />  	Chief  Frye,  you  have  to  realize  that  Mrs ,  Tremblett  made  this  statement  in
<br />   	front  of  the  press ,  and  because  she  chose  to  make  the  statement  at  that  time
<br />   	it  became  public  knowledge .  She  was  not  and  is  not  and  never  will  be  an  attempt
<br />  	of  this  Board  to  interfere  with  any  ongoing  investigation  of  your  department
<br />  	or  the  fire  department,   it  was  only  a  matter  that  became  public  knowledge  and
<br />  	was  broadcast  within  this  medea  as  such.     I  think  that  the  two  points  that
<br />   	concern  me  is  not  the  on  going  investigation.     It  is  not  anything  to  do  with
<br />   	the  investigation.     The  area  that  concerns  me  is  number  one;     did  Sgt,  Cooper
<br />  	or  did  Sgt,   Cooper  not  react  in  the  manner  stated  to  us . •   Number  two  is  did
<br />   	Firefighter  Martini  or  did  Firefighter  Martini  not  respond  to  Mrs .  Tremblett
<br />   	in  perhaps  an  inappropriate  manner.    Those  are  the  only  two  issues  that  I  see.
<br />   	As  far  as  any  investigation  that  may  be  conducted  or  ongoing  at  this  time,   I
<br />   	am  not  concerned  with  this .     I  am  concerned  with  those  two  statements  that
<br />   	she  made.  That  both  of  the  gentlemen  that  are  involved,  seeing  as  it  became
<br />   	public  knowledge ,  have  a  right  to  assert  their  defense ,   I  do  not  want  to  find
<br />   	people  taking  "pot  shots"  at  Town  employees  regardless  of who  they  are ,  with-
<br />   	out  giving  that  employee  the  opportunity  to  defend  this  situation  and  that
<br />   	is  my  concern ,  I  would  like  to  ask  Sgt.  Cooper  if  the  statement  in  here  re-
<br />   	garding  your  going  to  the  college  student  to  interview  the  witness ,  is  that
<br />   	basically  what  took  place?"    Sgt.  Cooper,   "no,  that  is  not  what  took  place. "
<br />   	Sel ,  Garland,   "  I  would  like  to  ask  Firefighter  Martini  did  you  specifically
<br />   	say,  you  are  guilty  until  I  prove  your  innocence?"  Firefighter  Martini ,   "  No,
<br />   	I  did  not.     Sel .  Garland,   "  these  are  the  two  issues  I  am  concerned  with. "
<br />   	Firefighter  Martini  asked,    did  these  people  come  before  the  Board  to  file  a
<br />   	complaint  against  myself  and  Sgt.   Cooper  or  did  they  come  for  an  other  rea-
<br />   	son?"    Sel.   Garland,   "  they  came  before  the  Board  to  apply  for  a  temporary
<br />   	permit  to  place  a  trailer  on  their  property  where  the  house  burned,   and  in
<br />   	the  course  of  the  conversation,   and  you  can  read  it  here  in  the  minutes ,  Mrs .
<br />   	Tremblett  chose  to  offer  these  comments ,    It  was  not  as  a  result  of  question-
<br />   	ing  from  this  Board,     It  was  her  free  choice  and  what  I  said  in  the  onset  my
<br />   	concern  of  the  whole  matter,  were  these  statements  made ,  did  these  two  situat-
<br />   	ions  occur  or  did  they  not,  it  has  nothing  to  do  with  the  investigation  what-
<br />   	soever,    There  is  no  comment  on  which  the  investigation  was  conducted  or
<br />   	were  these  two  statements  made . "  Firefighter  Martini  said,   "  something  in  the
<br />   	minutes ,   it  says  when  you  call  your  insurance  company  they  say  don' t  call  us
<br />   	we" ll  call  you  and  the  fire  and  police  department  will  not  and  don' t  give
<br />   	you  any  information  until  their  investigation  is  completed;  and  the .insurance
<br />
