Report of the Report of the <br /> Board of Registrars Police Department <br /> To the Honorable Board of Selectmen and the To the Honorable Board of Selectmen and the <br /> Citizens of Mashpee: Citizens of the Town of Mashpee: <br /> The following is the yearly report from the Board of I am very pleased to submit to the Board of <br /> Registrars. Selectmen and the citizens of Mashpee, my fourteenth <br /> annual report as Chief of Police. <br /> Town Meetings: <br /> MISSION: The mission of the Mashpee Police <br /> Special Town Meeting- May 3, 1993 Department has been to provide the Town of Mashpee <br /> Registered Voters: 5361 with the highest quality of professional police services <br /> Attendance: 421 -- 8% to effectively address the incident of criminal activity <br /> and service needs of the total community; to encour- <br /> Annual Town Meeting -May 3, 1993 age interaction between the citizens of Mashpee and <br /> Registered Voters: 5349 personnel of the Mashpee Police Department, thereby <br /> Attendance: 421 - 8% promoting a cohesive environment designed to coun- <br /> teract the negative social influences that contribute to <br /> Annual Town Meeting - October 4, 1993 an apathetic setting where criminal and other antiso- <br /> Registered Voters: 5318 cial behavior is propagated. } <br /> Attendance: 279 -- 5% <br /> The Police Department has made a concerted effort <br /> Special Town Meeting - December 4, 1993 to implement the philosophy of community policing <br /> Registered Voters: 5312 within the Police Department organizational structure, t <br /> Attendance: 652 - 12.5% thereby forming a strong working relationship with the <br /> i <br /> neighborhood groups and businesses within the Town . <br /> Elections: of Mashpee. The Department and the citizens of <br /> Mashpee have made great strides during 1992 and <br /> Annual Town Election - May 8, 1993 1993 in adopting community policing as a goal. The <br /> Registered Voters: 5349 Town of Mashpee and its Police Department are <br /> Total Votes Cast: 1684- 32% strongly positioned to emerge in 1994 and 1995 as one <br /> of the first and definitely the best in Barnstable County <br /> r. <br /> Special Election - December 11, 1993 to initiate an implementation of community policing. <br /> Registered Voters-, 5 312 <br /> Total Votes Cast: 837 - 15%a CRIMINAL ACTIVITY: It has been another busy <br /> r <br /> year for the Department. Calls for services rose 5.1%; <br /> 770 more calls than the previous year. The good news <br /> A special thanks to all who counted votes at all our is that Part I Crimes in Mashpee have been reduced by <br /> i <br /> Elections, especially the December 4, 1993 Special 398. The number of burglaries investigated dropped <br /> Town Meeting. from 261 in 1992 to 167 in 1993, and larcenies from a <br /> 506 to 296. It appears that the combined efforts of the ' <br /> Respectfully submitted, <br /> newly formed Upper Cape Cod Burglary Task Force, <br /> Cape Cod Drug Task Force, officers of the Mashpee <br /> Paula L. Part II Crimes as listed in this report <br /> have risen 29.9%, but the overall crime rate dropped, <br /> by 22.4% <br /> POLICE PERSONNEL ACTIONS: Patrolmen <br /> Matthew Clancy, Gerry Umina and Michael Lacava <br /> have been promoted to sergeant.
