TREASURER'S REPORT AND BUDGET UPDATE: Mrs. Botsford presented the warrants
for signature which are for the months of January and February 2019 and total as follows:
January: $43,102.51 for 4001, $ 43,560.00 for MRVP, $37,496.28 for Asher's Path Apartments,
$4,457.00 for HAP, and $12,027.13 for Great Cove Community. February: $55,626.21 for 4001,
$ 47,383.00 for MRVP, $51,326.91 for Asher's Path Apartments, $5,031.72 for HAP, and
$18,661.77 for Great Cove Community. We have rents paid in full at all developments. We are
100% occupied at all properties except for one unit at Homeyer Village which we expect to have
filled within a couple weeks. Mrs. Botsford reported that the budgets have been approved by
DHCD. She then reviewed the budget to actual prepared by the fee account and explained some
variances. A motion was made by Jill Allen and seconded by Kevin Shackett to accept the
Treasurer's Report as presented. The motion carried unanimously.
EXECUTIVE DIRECTOR'S REPORT & UPDATES:
Mrs. Botsford stated that she had mailed her monthly report to members and added the
following:
• Things remain busy at all authorities with several capital jobs going on. Mrs. Botsford
just hired a new maintenance man for Mattapoisett who will be starting in a couple
weeks. She will be spending a lot of time there getting him settled and Vincent will assist
as well.
• The annual request for records destruction has been submitted to the state and after
approved, shredding will be done of old records.
• Members were provided with a copy of the Mass Housing Annual Asset Management
Review. There were no findings; In fact, three out of five categories were classified as
"superior" in the report.
• The annual audit for Asher's Path has been completed with no findings. Mrs. Botsford
has requested of MassHousing permission to distribute the Asset Management Fee and
Incentive Management fee. Mrs. Botsford reminded the board that each year, after the
audit is completed, the housing authority receives half of the excess income earned from
Ashers' Path(the other half goes to pay down a loan with MassHousing). From that,
Mrs. Botsford receives a percentage as her annual bonus. She estimates that the
distribution to the housing authority this year will be approximately$25,000.00.
OLD BUSINESS:
A). CPC Applications for Funding: Prior to the meeting, Mrs. Botsford distributed two letters,
dated January 28, 2019, from the town's Community Preservation Committee. Both of our
funding requests have been approved, pending town meeting vote. One request, for funding to
continue the Housing Assistance Program, was amended with language that states it is "subject to
a Memorandum of Understanding between the Board of Selectmen and Mashpee Housing
Authority." Mrs. Botsford mentioned that an MOU was sent to the town a long while ago and
nothing happened with it. She is hoping that this does not hold up the program. The chair
mentioned that he will talk with the Town Manager about this.
B). Office Space: Mrs. Botsford stated that she had only looked at the one spot so far. She drove
by another potential spot but could not find an office or a phone number. This item no longer
seems as urgent as it was before because we will be holding off on hiring any new personnel.
