4 <br /> Sewer Conunission <br /> Minutes <br /> March 21,2019 <br /> For initial review it was noted the Implementation Plan(WI`1MP/C1QYMP)was approved in 2015 with short term <br /> initiatives relative to the use of shellfish aquaculture for the adaptive management approach. In the 5-year <br /> Implementation Plan; 2017-2021, evaluations have been conducted regarding the potential use of Mashpee <br /> Commons and the Mashpee Wampanoag Tribe WWTF. <br /> The Town received$450,000 in nitrogen mitigation funds from the Cape Cod Commission to secure GHD, Inc. <br /> to proceed with preliminary site design at Site 4. Currently,there are(5)proposed phasing areas. <br /> Proposed areas for sewering in Phase I include Site 4 WWTF,Mashpee Commons WWTF,Windchime Point <br /> WWTF (possible re-build) and the Southcape WWTP. This phase also considers the continuation of the <br /> nitrogen remediation program with shellfish aquaculture and the evaluation of the Moonakis River. <br /> The design of the Site 4 WWTF in Phase I is planned as a modular facility for subsequent phases. At this site, <br /> the collection and pumping station would be situated. The target; Mashpee River watershed improvements. <br /> With groundwater discharge permitting there will be a requirement to develop a hydrogeological report to <br /> update the modeling. At this point expansion would be reviewed. It was noted there are various flow loads for <br /> the different phases. Sensitive receptors would be reviewed as well as access from the landfill side. <br /> Mr. Gregg defined the general wastewater process for treatment and handling as well as effluent recharge and <br /> disinfection. The cost of development is dependent upon technology selection, sewer service area size and <br /> modular design/phasing. <br /> It is projected that draft deliverables would be provided to the Town in September 2019. Value Engineering <br /> meetings will follow. Final deliverables should be presented and completed by December 2019. <br /> Upon completion of the preliminary WWTF final design the process would require groundwater discharge <br /> permitting, a hydrogeological report and the final design of phase I to include the collection system final design <br /> with survey, easements and pumping stations. <br /> In reviewing the mapping,it was noted there are continued discussions regarding the use of Joint Base Cape <br /> Cod for pump and treat on a regional basis with the Towns of Falmouth, Sandwich and Bourne. This is a key <br /> component. <br /> Discussion continued regarding the use of ocean outfall. It was noted the Town of Falmouth is considering this <br /> approach. Although there have been no determinations to date,the feasibility of an ocean outfall in the area of <br /> Buzzards Bay is a consideration for the Town of Mashpee and with neighboring towns in terms of cost sharing. <br /> With approval, GHD could evaluate the potential for an ocean outfall when considering Site 7. It was suggested <br /> this initiative move forward when discussions continue regarding the New Seabury/discharge area. <br /> To alleviate disruption in the road areas, it was recommended that Great Hay Road, a wooded area be use <br /> instead of Great Neck Road South. <br /> There is concern regarding contaminants beyond nitrogen, and the need to utilize carbon filtration. It was <br /> suggested the contaminants be acknowledged in the removal process to ensure clean water. The use of total <br /> organic carbon(TOC)was briefly discussed. <br />
