The results of -our <br /> evaluation are described below. <br /> Bid Evaluation <br /> The bid submitted by the apparent low bidder, ET&L Construction, is in conformance with <br /> the requirements of the bidding documents and'the required attachments were submitted. <br /> For comparison, Tighe .& Bond's May 2019 opinion of probable construction cost (OPCC) for <br /> the project was $880,000 with a 10% construction contingency. The unit prices for the <br /> roadway work were consistent with the OPCC and the MassDCT weighted bid prices. The <br /> unit prices for the bridge schedule were higher than the OPCC reflecting a continuing trend <br /> in escalating prices due to uncertainty in the material supply chain, tight labor market, and <br /> strengthening regional construction market, <br /> Reference Evaluation for Performance <br /> Based on Tighe & Bond's direct experience with E.T.& L. Corp., we find that E.T.& L. is the <br /> lowest responsible. bidder for the Sampson's Mill Road Culvert Replacement Project. We <br /> recommend that the Town of Mashpee award the contract for the Sampson's Mill Road <br /> Culvert Replacement Project to F.T.& L.
