11 Board of Selectmen Minutes August 5, 2019 Article: CPC: Acquisition of 12 Cypress Circle for Affordable Housing: $100,000 Motion made by Selectman Sherman to approve the above referenced Article for inclusion on the October Town Meeting warrant. Motion seconded by Selectman Cotton. VOTE: Unanimous. 4-0. Roll Call Vote: Selectman Gottlieb, yes Selectman Cotton,yes Selectman O'Hara,yes Selectman Sherman,yes Opposed, none Article: Funding to complete the Design of Phase I of the Sewer Collection System: $1,640,000 Motion made by Selectman Sherman to remove the above referenced Article from the October warrant. There was no second. The motion does not carry. The article proposed to complete the design of phase 1 of the sewer collection system to be connected to the wastewater treatment plant adjacent to the Town's solid waste transfer station was discussed. The Board of Selectmen Minutes of December 1, 2014 pertaining to discussions relative to the workshop on November 25, 2014 recommended the Board take action on the following. I)The Board of Selectmen determines that due to recent changes in the regulation of wastewater management options and the adoption of an adaptive management approach to wastewater in Mashpee that it is now in the best interests of the citizens of Mashpee that the Totim remain the entity responsible for wastewater management. To that end, the Board of Selectmen no longer support transfer of wastewater management responsibility cooperatively with the Mashpee Water District Commissioners to ensure that the Town remains the responsible entity. The motion lvas made by Selectman Gottlieb to approve Item I cis referenced. The motion was seconded by Selectman Richardson. The vote was unanimous. 5-0. The above referenced paragraph was read aloud into the record. (Enclosure) In considering the article as proposed, it was agreed there is a need to make a determination regarding the use of Joint Base Cape Cod (JBCC). Discussion followed with respect to language modification. A motion was made by Selectman Cotton to support an amendment to the article to create a designated reserve fluid. Discussion followed. It was determined that no formal vote was required at this time. A new article would be prepared by Town Counsel with refined language. Article HELD. Article: To provide funding to complete the final design of phase 1 of the wastewater treatment plant to be located adjacent to the Town's sold waste transfer station; $840,000. Motion made by Selectmen Sherman to remove the above referenced article from the October warrant. Motion seconded by Selectman O'Hara. VOTE: 2-2. Motion does not carry.
