11 <br /> Board of Selectmen <br /> Minutes <br /> August 5, 2019 <br /> Article: CPC: Acquisition of 12 Cypress Circle for Affordable Housing: $100,000 <br /> Motion made by Selectman Sherman to approve the above referenced Article for inclusion on the <br /> October Town Meeting warrant. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 4-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb, yes Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes Opposed, none <br /> Article: Funding to complete the Design of Phase I of the Sewer Collection System: $1,640,000 <br /> Motion made by Selectman Sherman to remove the above referenced Article from the October warrant. <br /> There was no second. The motion does not carry. <br /> The article proposed to complete the design of phase 1 of the sewer collection system to be connected to the <br /> wastewater treatment plant adjacent to the Town's solid waste transfer station was discussed. <br /> The Board of Selectmen Minutes of December 1, 2014 pertaining to discussions relative to the workshop on <br /> November 25, 2014 recommended the Board take action on the following. <br /> I)The Board of Selectmen determines that due to recent changes in the regulation of wastewater management <br /> options and the adoption of an adaptive management approach to wastewater in Mashpee that it is now in the <br /> best interests of the citizens of Mashpee that the Totim remain the entity responsible for wastewater <br /> management. To that end, the Board of Selectmen no longer support transfer of wastewater management <br /> responsibility cooperatively with the Mashpee Water District Commissioners to ensure that the Town remains <br /> the responsible entity. <br /> The motion lvas made by Selectman Gottlieb to approve Item I cis referenced. <br /> The motion was seconded by Selectman Richardson. <br /> The vote was unanimous. 5-0. <br /> The above referenced paragraph was read aloud into the record. (Enclosure) <br /> In considering the article as proposed, it was agreed there is a need to make a determination regarding the <br /> use of Joint Base Cape Cod (JBCC). Discussion followed with respect to language modification. <br /> A motion was made by Selectman Cotton to support an amendment to the article to create a designated reserve <br /> fluid. Discussion followed. It was determined that no formal vote was required at this time. A new article <br /> would be prepared by Town Counsel with refined language. Article HELD. <br /> Article: To provide funding to complete the final design of phase 1 of the wastewater treatment plant to <br /> be located adjacent to the Town's sold waste transfer station; $840,000. <br /> Motion made by Selectmen Sherman to remove the above referenced article from the October warrant. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: 2-2.
