8
Board of Selectmen
Minutes
August 19, 2019
Discussion of Correspondence from Planning Board Chair Mary Wqygan re: Proposed Development Agreement
between Mashpee Commons, the Cape Cod Commission and the Town of Mashpee:
Mary Waygan, Chair of the Planning Board was in attendance with Planning Board Dennis Balzarini to
review the proposed Development Agreement by Mashpee Commons. Ms. Waygan read aloud a letter of
response dated August 15, 2019 into the record. (Enclosed)
At their meeting of July 31, 2019, the Planning Board voted unanimously to respond to Mashpee Commons that a
Development Agreement for the proposed expansion of Mashpee Commons would be advantageous to all parties
involved. The Planning Board further discussed the desire to solicit comments ftom Town Boards and
Committees regarding the proposed expansion on the Mashpee Commons Development Agreement Application is
available and Mashpee Commons can provide a comprehensive presentation to the Town. It is hoped that
comments accepted by the Planning Board from other Boards and Committees will become part of the
negotiation process, if indeed negotiations are necessary.
Previously, Mashpee Commons submitted a formal letter to the Board of Selectmen requesting the Town's
support of their filing of a Notice of Intent with the Cape Cod Commission to apply for a Development
Agreement, and to encourage the Town to join as an active partner in the process. This would streamline the
procedure, allow for transparency and alleviate the repetition of conversation.
Discussion followed with regards to the negotiating team recommended by the joint regulatory committee.
Regarding the negotiating team, Ms. Waygan indicated the Planning Board needs to see the application prior to
any discussions regarding the expansion of the negotiating team. The Planning Board has made it clear in the
past as to what will be an acceptable plan in moving forward, and it is hopeful that Mashpee Commons will
incorporate the aspects into the plan. Ms. Waygan also stated the Planning Board may add regulatory input as
they see fit to expand their capacity in reviewing the plan. Comments from regulatory officials would be
received, but regulatory officials would not be a part of the negotiation team at this time. For now, it is the five-
member Planning Board charged with negotiating the Development Agreement.
