Report on Mashpee Commons Sewage treatment plant tour. 9 neighborhood people signed up for the <br /> tour, 3 or 4 showed up, along with 6 or 7 others, including Selectman Cotton. There were not really any <br /> odors,what little odor there was, on one side of the plant, is due to the fact that they have no odor <br /> control. Our plant will have odor control from a wood chip bio filter. <br /> Status of other tasks: <br /> Shellfish (any report from Rick York) No Report <br /> Budget Issues: <br /> FY 2020 Budget request$35,200,Town Meeting approved $10,200 (Town Manager indicates that he <br /> would set aside$25,000 from his Legal & Engineering budget for WWTP preliminary design Value <br /> Engineering.) <br /> Status of Selectmen and Finance Team discussions regarding financing and organization of wastewater <br /> system implementation. They made the report and ended up recommending either Water&Sewer <br /> District or a separate Sewer District be used to develop the sewer system, rather than the town. Andy <br /> Gottlieb said in response he wants a written statement from the Water District Commissioners to see if <br /> they're still interested in being a district. Called an emergency meeting of Water District tomorrow at <br /> noon. <br /> Status of Sewer Commission Administrator position-we have no staff. They created a Town Engineer <br /> position, it's also Assistant DPW Director. Somehow he's supposed to help us with wastewater. <br /> Voucher approvals: <br /> $65,500 GHD July 27, 2019 invoice approved by Chair for solicitation of CCC DRI funds and payment <br /> through Town Manager's office. <br /> Intermunicipal issues: <br /> We have an IMA with Barnstable and Sandwich that was done in 2017, nothing else has been done, <br /> although Sandwich has adopted a 2%tax surcharge. They took their 3%community preservation act <br /> money and Town meeting voted to change it to 2%for wastewater and 2%for community preservation <br /> act.Also voted to allow Barnstable to run sewer mains along a number of roads in Sandwich on the way <br /> pumping sewage from Barnstable to Military base. We had one meeting with Falmouth about a similar <br /> IMA regarding Waquoit Bay, on June 26, 2018, no further meeting, but I got an email saying Falmouth <br /> has authorized $10,500 to study and recommend allocation of nitrogen responsibility among Mashpee, <br /> Falmouth, and Sandwich. <br /> Other Items: <br /> Recommendation to Selectman re: Kenneth Dunn application to for At Large Commission vacancy. <br /> Joe Lyons motioned to accept and endorse Kenneth Dunn to join the Sewer Commission, Brad Pittlsey <br /> seconded. All in favor, motion passed. <br /> Kenneth will have to go to Selectmen's meeting. <br />
