See attached. <br /> Background <br /> The FY20 Capital Improvement Plan approved at the May 2019 Annual Town Meeting included $30,000 <br /> in funding for completion of a needs analysis for a DNR facility. The scope of work includes review of the <br /> existing DNR facilities, assessment of the Department's needs, and review of available Town properties <br /> for siting of a potential facility for the purpose of making recommendations to construct a new facility to <br /> support DNR operations. <br /> Recommendation <br /> The Planning&Construction Committee voted at their meeting of October 29, 2019 to recommend that <br /> a contract be awarded to Weston &Sampson Engineers, Inc.for a contract amount of$29,500. They <br /> have extensive experience working with other municipalities on similar projects and their proposal <br /> thoroughly outlines how the tasks in the scope of work will be accomplished. <br /> Pros and Cons <br /> Funding for construction of a facility for DNR was initially proposed for FY20 CIP at the Ockway Bay Boat <br /> Ramp. During discussions on this request, it was determined that (1)further study was needed to <br /> ensure construction of a facility that would meeting existing and future needs for the Department; and <br /> that (2)the Ockway Bay Boat Ramp may not be the appropriate location for such a facility. The <br /> recommendation from the CIP Committee was to fund instead a needs analysis and study of all available <br /> Town properties. Once this analysis and study is complete,funding for design and construction would <br /> then be sought. <br />
