she had been in contact with the Town Manager about budgeting for the LCP, who offered to set
aside funds in the budget.
There was discussion about previous survey results, issued in 2007, which was sent
electronically. Mr. Lehrer stated that the Planning Department could update the existing
conditions once the 2020 census information was released, as well as update and blast a survey,
and analyze the data.
The Chair inquired about the Board's interest in hiring a consultant and referenced the chart she
provided, suggesting that Board members identify the Chapters they wished to review. There
was discussion about which sections would need the most work and which would be best suited
for a consultant.
Affordable Housing-Chairman Waygan
Coastal Resources-Mr. Hansen
Economic Development-Mr. Callahan& EDIC
Energy-Mr. Hansen
Health and Human Services-Mr. Phelan
Heritage Preservation and Community Character-Chair Waygan& Mr. Balzarini
Land Use and Growth Management-ALL
Municipal Buildings and Facilities-Mr. Phelan
Open Space, Recreation, Agriculture, Wetlands/Wildlife&Plant Habitat-Chair Waygan
Public Safety-Mr. Phelan
School Facility-Mr. Callahan
Solid&Hazardous Waste Management-Mr. Callahan
Transportation-Mr. Balzarini & Mr. Phelan
Water Resources/Water and Wastewater Facilities-Mr. Callahan
The Chair asked to draft a memo to the Board of Selectmen and Town Committees regarding the
updates. Mr. Lehrer suggested identifying the entire scope of the process, identifying the
chapters requiring minimum effort as well as priority items, to identify the budget number.
Each section was discussed as to whether it could be assessed within the resources of the Town
or whether additional help would be needed. Mr. Lehrer confirmed that Energy needed
updating. There was discussion about ADA Compliance/Accessibility and Age Friendly, and the
possibility of having their own Chapters or incorporating into existing Chapters. Mr. Rowley
suggested the possibility that Municipal Buildings &Facilities could include Infrastructure,
linking in Accessibility. The Chair indicated that she would look into the matter further. There
was discussion about addressing Social Media and potential guidelines, but it was Mr. Lehrer's
opinion that Social Media should be used to distribute the information and/or collection of data,
but that it not be part of the vision plan of the Town. The Chair disagreed and felt that the Town
needed to think of Social Media as infrastructure. It was determined to seek the assistance of a
consultant for Economic Development, Energy and Transportation.
3
