Rowley <br /> TIME: 8:12 p.m. <br /> Mr. Dubin called the meeting to order at 8:12 p.m. <br /> Public Hearing: Phillip Boudreau <br /> Asa Meigs Road (Sandwich) , north end of Santuit Pond <br /> Definitive Plan approval of 26-lot "Sachem's Field" subdivision <br /> Mr. Dubin stated that he had had a request to continue this hearing up to, and <br /> including, October 31. It was decided to continue the hearing until November 20. <br /> Mr. Dubin requested a written note asking for an extention. <br /> Public Hearing: Stable Trust <br /> Amy Brown/Great Hay Roads <br /> Definitive Plan of 6-lot subdivision <br /> Mr. Michael Dunning stated that the plan was a 6-lot subdivision. The zoning is <br /> now R-3-M. Prior to the filing of the Preliminary Plan, which was done prior to <br /> the Town Meeting which changed the zoning, the land was zoned R-2. The Prelimin- <br /> ary was filed in February, 1985- It was disapproved at that time because Great <br /> Hay Road and Amy Brown Road are unapproved, dirt roads. At the time the plan was <br /> filed, a plan filed by the New Seabury Corp. was going to up-grade Great Hay and <br /> Amy Brown Roads. Mr. Dunning suggested that perhaps the plan should be endorsed on <br /> the condition that added to the Planning Board' s covenant would be a restriction <br /> that no lots would be released from the covenant until the roads were paved up to <br /> the Board' s standards. That way, the subdivisicn of the land would not take effect <br /> until the improvements were made. Mr. Michael McGrath, of Holmes & McGrath, went <br /> over the plan. There is a new road called Great View Circle. Mr. Louis Santos, Sr. <br /> claimed that he owns the land at the end of Great Hay Road where the sandpit is. <br /> Mr. McGrath stated that he had provided two deeds showing ownership. Mr. McGrath <br /> said that Mr. Santos does own land in the area, but not the piece he claims to own. <br /> Mr. Dunning said that the title he has shows the property was conveyed to Mr. <br /> Southwick by Mary Hitchcock by a deed dated December 23, 1960. Mr. Santos stated <br /> that he has been paying the taxes on the property. Mr. Dubin suggested to Mr. <br /> Santos that he get a lawyer to examine the title and give a legal opinion. Mr. <br /> Dunning said that he would look into the situation also. Mr. Rowley pointed out <br /> that the Board has two separate subdivision plans, neither of which is predicated <br /> on the other. To assume that Amy Brown Road would be constructed up to standards, <br /> and the Board signing this plan as a Definitive subdivision plan, should not be done. <br />
