She felt now, however, that the Board should re-think the matter. <br /> Mr. Kissane pointed out to Ms. Stone that if a Board member has a problem <br /> with a plan during the preliminary it should be brought out. That is <br /> when the applicant gets a feeling for what the Board wants. There was a <br /> lot of money spent on plans after that hearing.
