4 <br /> STEARNS AND WHELER <br /> Public Relations <br /> Nancy Farrell from Regina villa was present. She will be the project manager. They prepare the <br /> support materials for the public relations aspect of the project. She provided examples of previous <br /> work. They will assist in drafting the materials and will identify the database, usually the voters in the <br /> effected area. She has worked on more than 50 projects. <br /> Torn asked if she will attend public meetings? <br /> Ms. Farell said that is the call of the town. In other towns, she has gone to the citizens advisory <br /> committee meetings to discuss how to run a campaign. She will act as the facilitator and help the team <br /> develop strategies. She has a lot of experience with UEPA projects. She could also moderate a <br /> meeting if requested. <br /> Nate said he is also available to present infortna i n to the public, if needed. <br /> They will provide support for the next necessary appropriation-for the recommended plan and <br /> implementation schedule. <br /> Nate said they tried to be responsive to Toms questions and to give it to the members in advance. <br /> They were very detailed questions so they provided detailed answers. <br /> 1. How do you plan to develop the nitrogen loading calculations and account for seasonality in the <br /> loading factors? <br /> S & W said they are well aware of the 160 planning zones, which are neighborhood based but that <br /> same level of information is not available for neighboring towns. They will create it in the surrounding <br /> towns, based on neighborhoods to compliment the planning zones. They will talk to the town planners <br /> of those towns. They will calculate nitrogen loading based on population. <br /> He showed an example of a GTS data base they created, which would be used to look at the planing <br /> zones. Within individual properties,there is information which is an indicator of nitrogen load: <br /> bedrooms,bathrooms, water consumption, seasonality,tine 5 design flow. The database includes a <br /> list of all properties based on tax assessors database, state land use code, building footprint, number of <br /> bedrooms and zoning designation. For restaurants, its number of seats. They can then do the <br /> calculations. <br /> They showed an example on a map, based on the CIS database, used for subarea 41 in Chatham. <br /> They determined the critical nitrogen load and are now developing future load for buildout. <br /> Brian asked it they do that or ask Toni? <br /> S &W said a buildout analysis is not part of this RFP,Mashpee asked for a nitrogen loading, color <br /> coded neap per acre.. <br /> The GIS database will look at all the properties in the watershed and sum them up into planing zones <br /> and putt in additional population data as you see fit. <br /> Tom asked if they will end up with a parcel by parcel database, could you do a nitrogen loading by <br /> parcel? <br /> Yes, it will be a parcel by parcel database. One advantage is you can change the watershed boundaries. <br /> Wastewater loading: based on population within the 160 planning zones,,which is well documented. <br /> They can then adjust for seasonality. The best surrogate is how much water is being consumed by the <br /> propel, with adjustments for things like pools. The water consumption is a cross check to see how <br /> close they are. <br /> 5 <br />
