They produced a recommended plan and <br /> implementation schedule. <br /> Torn asked what they have in mind for preliminary design. will there be a greater level of design in <br /> order to do significant costing to take to town meeting? <br /> Nate said phase 6 will be ready for final design and construction. There is not a lot of design <br /> components to the pipeline, they will plan it not design it. A] of phase 6 is preliminary design. <br /> Tom asked what they see as the process/their understanding of the ME PA Cape Cod Commission <br /> review process. <br /> Nate said it was well documented in their written response. <br /> Torn asked about special procedures vs. regular process. <br /> Nate said they have a very good understanding of the process having worked in Barnstable, <br /> Irovincetown, Chatham and Falmouth. Two of those towns are doing special procedures by their <br /> choice.. They will provide al W A J'oint review documents,their approach is to do a joint ENF/ R3 <br /> document. The CCC creates a sub committee to receive comments. <br /> The Secretary of Environmental Affairs decides on the scope. <br /> The RFP did not request that phase 6 meet VEPA EIR requirements, so their document will not meet <br /> that criteria-which is a long list of standards to meet. <br /> Nate said the better way to approach this 1s to include environmental impact report with the nitrogen <br /> planning process, not after a recommended plan. <br /> Their recommendation is to open up the environmental review process at the beginning, with everyone <br /> reviewing the alternatives. This will not cost any more'than what is currently in their proposal, based <br /> n the RFP plus addenda. <br /> Special procedures has review on every intermediate document. You can skip that and go to the draft <br /> EIR but you won't have the `buy in" and will have lots of questions. You can make corrections as you <br /> go before the draft EIR and have pudic outreach at each Junction. It does bog the process down with <br /> the review periods. There will be one review for the recommended plan/Draft EIR. <br /> Nate asked if SEA had done a joint review process? Tom said not on Cape Cod. That is a factor to <br /> consider. <br /> Nate explained that additional item#22 -evaluate subsurfacc condition for$48,000. Thcy have since <br /> learned that some subsurface studies have already been done and the information should still be <br /> available and valid. <br /> Toni asked if the location choice is not in exactly the same place, is there still enough information <br /> available?
