Historic District Commission-Mr. Balzarini reported that the Commission approved a <br /> carport that would be closed in and doors relocated on the building, and similar shingles would <br /> be utilized. <br /> Military Civilian Advisory Council-Mr. Phelan confirmed he was in receipt of <br /> communications and that the January and February meetings had been canceled. <br /> UPDATES FROM TOWN PLANNER <br /> Municipal Vulnerability Preparedness Program Update-Mr. Lehrer confirmed that <br /> they held the Listening Session on February 13. The public comment period had been extended <br /> to February 28. The final report was due to the State in March and upon completion, the MVP <br /> designation was expected soon after when the Town would then be eligible for grant funding for <br /> the identified Action Items. <br /> Stormwater Task Force-Mr. Lehrer reported that he and Mr. Rowley had met with <br /> Tighe& Bond regarding state mandated Bylaw changes to ensure compliance with MS4 General <br /> Permit. Mr. Lehrer drafted a memo for the Planning Board to consider draft Bylaws for the <br /> October Town Meeting. Mr. Rowley added that some of the items in the report were already <br /> being addressed by the Town, but the language needed to be incorporated in to Zoning and <br /> Subdivision Rules and Regulations. Mr. Rowley further noted that MS4 related to municipal and <br /> private construction 1 acre or more in size, or a segmentation, under the EPA. Mr. Rowley also <br /> referenced phosphorus removal and agreed to forward source information he identified from <br /> Minnesota. <br /> CONSULTING ENGINEER REPORT <br /> Mr. Rowley reported that he continued to conduct inspections for New Seabury Phase III <br /> and work that they still needed to complete. In addition, Mr. Rowley confirmed that New <br /> Seabury Phase IV, an upcoming hearing, shared their 23 page plan including a sewer connection <br /> and pump stations. Mr. Rowley marked up his issues on the plan to discuss with the project <br /> proponent's engineer. Mr. Rowley noted that, according to Regulations, the Planning Board <br /> could review the drainage patterns to ensure that grading did not negatively impact areas outside <br /> the construction. Mr. Rowley expressed concern about the abutting property, Cape Cod Holiday <br /> Estates, which sat on the downslope side of half of the new development. Mr. Rowley noted <br /> that, in previous phases, New Seabury had clear cut the parcels and then landscaped following <br /> construction. The practice would be an issue for this particular phase. Additionally, it was Mr. <br /> Rowley's opinion that the drainage system design was not the most efficient. Updated plans <br /> were expected in the next week when Mr. Rowley would then draft a summary. Mr. Balzarini <br /> inquired about the removal of telephone poles and Mr. Rowley confirmed they would not be <br /> removed. <br /> Mr. Rowley confirmed that Ken Marsters would be addressing the Board regarding security for <br /> Country Club Estates. Mr. Rowley suggested that the project would need to be inspected to <br /> compare to the list Mr. Marsters would be providing for the security. Mr. Lehrer added that <br /> there was also a redesign of the intersection previously reviewed by the Board, and he agreed to <br /> forward a set of the project plans to Mr. Rowley. <br /> 4 <br />
