4
Board of Selectmen
Minutes
April 6, 2020
OLD BUSINESS
Discussion of Seconsett Island Parking:
Correspondence was received from Deborah Dami; Town Clerk dated March 31, 2020 relative to Seconsett
Island Causeway Parking for non-residents. Mrs. Dami has ordered a supply of non-resident parking
stickers for qualified non-resident mooring holders and Falmouth resident shellfish permit holders.
As previously discussed, the Board of Selectmen has scheduled a Public Hearing on April 27, 2020 to
review this matter.
Town Manager Rodney C. Collins indicated the recommended sticker fee is $100. A non-resident is
required to show proof of having a mooring in Waquoit Bay or a Falmouth Shellfish Permit. Persons who
qualify and obtain a sticker would sign a statement acknowledging the sticker would not be used at any
other boat ramps within the Town of Mashpee.
The Town Clerk would be requested to provide a sample of the proposed sticker to be used for this
purpose. To eliminate any confusion, the sticker must be distinct from the boat ramp sticker used by
Mashpee residents.
NEW BUSINESS
Discussion and Approval of Delay of the Special and Annual Town Meetings Pursuant to and in
Accordance with General Laws Chapter 39, Section 9:
As a result of recently enacted legislation to allow towns to move their Annual Town Meeting and Annual
Town Election during the coronavirus state of emergency it is possible to extend the date of the Annual
Town Meeting beyond the existing statutory deadline of June 30.
The bill permits the Town Moderator to declare a 30-day postponement due to a public health emergency
after consulting with the Select Board, a provision that parallels existing authority on the grounds of a
public safety emergency.
Deborah Dami, Town Clerk indicated she has consulted with Jeremy Carter, the Town Moderator who is
agreeable with the Board of Selectmen in setting a date prior to June 30, 2020. In assessing this matter,
the dates of June 8th and/or June 15th were considered for Town Meeting.
4
