0"ti Town of Mashpee
Fi
re, cue
Ides Department 20 Frank Heels Drive
Mashpee, NIA 02649
V 508.539.1454
F 508-539.1453
Late: August 24, 2020
From: Fire Chief Thomas C. : .ullo
To: Town Manager Rodney C. Collins, Capital Improvement Program Committee Members
Re: Emergency CIP LlfePak 15 V4 Cardiac Monitors
Description*.ription*. Our 3 LifeP'ak. 15 ,12 Cardiac Monitor/Defibrillator's (one for each.Ambulance are over
years old(purchased through.CII' 1n 2011). These monitors are a veryvaluable piece of equipment and are
used on almost every transport. This vital equipment is utilized on most calls for the management of our
patient. They're used to monitor vital signs, cardiac & respiratory function and can deliver a shock in an
attempt to restore proper heart f motion. As any Advanced Life Support (ALA,) Unit, our ambulances are
required to have this equipment by State regulations CEMS .
Replacement Inquiry: Last year, during the annual service performed by the Physio Control. Technician
I inquired when the new Life 'a 15 replacement Lif+eP"a 17 would be available, knowing we had to plan
for their eventual replacement. I was told the final version and price had not been decided yet. Shortly after
this .
service Physio Control was bought out by Stryker.
eplace r nt/U grarle: During the week of July 13, 2020, a. representative of Stryker visitedtheI;epartment s EMS Supervisor and Deputy Fire Chief. It was during this meeting we learned that our current
Monitors/Defibrillators were not eligible for any further upgrades in the software. Further, there have been
changes over the last decade in the algorithms, joules requirements and raphy based on patient
anent
outcomes. To put it more simply, heart monitoring and shock delivery has changed over the years in order
to improve patient outcomes and it is recommended we replace our units. The LP 15 V2 could still function
but the mother board was not upgradeable or sQrviceable and if it fails, we would be without a replacement
thus putting an ambulance out of service.
C osts: Due to the obvious challenge and short notice, Stryker offered us a deal. The new version of the
LifeP'ak 15 V4 typically costs approximately $50,000 per unit, with all the required associated equipment
(BP Cuffs, finger 02 saturation probes, carrying cases, etc.).
With the trade-in of our current LP 15 l2 units and the fact we currently own all the required associated
equipment (which reduced our costs), we can obtain the 3 new LP 15 v4 units for a total of 55 0" 5.00
(Stryker Quote# 10223178). I was able to get the current offer extended until October 3 oth in order to give
the Department the ability to present this to the CIP Committee and at October Town meeting.
g
I apologize for the short notice.
Very truly yours,
Thomas C Rullo,Fire Chief
