*DRAFT 2 MAY 2020 TOWN MEETING, WARRANT ' Page I <br /> *PROPOSED ARTICLES ALL HELD BY THE SELECTMEN �FOR FURTHER <br /> DISCUSSION AT THE MARCH 116, 2020 MEETING* <br /> ANNUAL TOWN MEETING <br /> Art*lcle <br /> To see if the Town will vote to upgrade the position of part-time Clerk, Grade 2 of the Personnel <br /> Administration Plan (P.A.P.) to that of an Administrative Secretary, SEIU, Grade IV, Step 1, in the <br /> Town Clerk's Office and to increase the hours from 19 hours per week to 37'.5 hours per week, <br /> and to raise and appropriate or transfer from, available funds the sum of$57,9, 9, with said funds <br /> to be distributed as follows-. Town Clerk's Administrative Salary Account; $23,575; Medicail <br /> Insurance Account, $25,,272; Group Life Insurance Account, $35; $,342 to, the Medicare Account; <br /> and $,8,765 to the Pension Reserve Account, or take any other action relating thereto. <br /> Submitted by the Town Clerk <br /> Explanation-. The Town Clerk's Office has exceeded its capacity to meet its goals of providing the <br /> taxpayers the wide array of services required by state statute and local bylaws in a timely, efficient <br /> manner while maintaining high levels of customer service. To accomplish the departmental <br /> mission it is necessary to convert a part-time position to a full-time position. There have been no <br /> changes in, personnel since 1995 whien the Town Clerk's Office personnel was augmented from <br /> two part-time positions to two full-time positions, and one part-time position. In the intervening <br /> 22 years, the town's year-round population has grown exponentially 'from 61,800 to 14,2510 <br /> residents which has been accompanied by a commensurate workload. <br /> Article <br /> To see if the Town will vote to add §174-25 (1)(16) of the Mashpee Zoning By Law "Table of Use <br /> Regulations" by adding th,e letter Y located in the columns identified as R-3, 1 -5, C-1, C-2, C-3, <br /> and 1-1 as follows: <br /> Type of Use Residential Commercial Industrial <br /> R-3 R-5 C-I C-2 C-3 1-1 <br /> Small-scale Ground y y y y y y <br /> Mounted Solar Energy <br /> System provided that <br /> no such system <br /> exceeds 15 feet in <br /> height <br /> Submitted by Planning Board <br /> Explanation: This article would allow the development of small scale solar energy systems in the <br /> residential, commercial and industrial zoning districts of the Town as a by-right accessory use so <br /> long as the proposed system does not exceed fifteen (15) feet in height. <br />
