8 <br /> Board of Selectmen <br /> Minutes <br /> August 24, 2020 <br /> APPOINTMENTS & HEARINGS <br /> Discussion and Approval of Host Community Agreement: Aspen Blue Patrick J. Casey I11, President: <br /> (continued) <br /> It is the desire of the company to be a responsible corporate citizen and a contributing member of the business <br /> community, intending to contribute payment to the town. This would include annual contributions for education <br /> and prevention programs. <br /> Mr. Casey indicated that Aspen Blue is an extensive and experienced team. The two major equity holders are <br /> Patrick Casey and Nicholas Salvadore. With Jill Moniz, Mr. Casey and Mr. Salvadore constitute approximately <br /> 70% ownership/interest in the company. <br /> Aspen Blue intends to operate an adult use store in Attleboro and in Beverly; currently under negotiations. In <br /> Wellfleet a certificate of completion has been obtained for the application submission. The cultivation and <br /> manufacturing facilities would operate from Attleboro, MA, and Mashpee. <br /> Discussion followed with regards to sales. Aspen Blue was noted to be selling from their own stores at market <br /> rate which is currently projected at$3,500 per pound. Primary customers would be their subsidiaries. A return <br /> investment would be provided to the investors. It was recommended the cost per pound be included in the <br /> financials. In terms of taxable monies, Aspen Blue was requested to commit to revenue generated at the same <br /> market rate/price per ton as part of the agreement. Mr. Casey approvingly noted that Aspen Blue does not intend <br /> to have two tiered pricing. <br /> Motion made by Selectman Gottlieb to approve the Host Agreement with Aspen Blue Mashpee, Inc., 14 <br /> Wags Road, Mashpee for a marijuana cultivation/manufacturing facility, no sales of marijuana or <br /> marijuana products for retail sale on site, and further authorize the Town Manager to execute said <br /> Agreement utilizing the basis for calculating the Town of Mashpee 3% of gross revenue based on the retail <br /> price of Aspen Blue sales for non-related companies at the market rate/price per ton. <br /> Motion seconded by Selectman Sherman. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Cotton,yes Selectman O'Hara, yes Selectman Sherman,yes <br /> Selectman Gottlieb,yes Selectman Weeden,yes Opposed, none <br /> Discussion and Approval of Cable& Conduit Locations at Nathan Ellis Highway, West of Job's Fishing Road <br /> Petition#2387970: Pole Hearing Held on August 24, 2020— 8:30 am: Assistant Town Manager Wayne Taylor: <br /> The Board of Selectmen was in receipt of a petition for (2) proposed 4" conduits on Nathan-Ellis Highway west <br /> of Jobs Fishing Road to accommodate a solar array. <br /> Due to a pending question of the Director of Public Works, the matter was deferred to the next meeting on <br /> August 31, 2020. <br />
