5 <br /> Board of Selectmen <br /> Minutes <br /> July 13, 2020 <br /> APPOINTMENTS & HEARINGS <br /> Discussion and Approval of Change of Scope of Route 151 Corridor Improvement Project: Catherine Laurent: <br /> (continued) <br /> In reviewing this matter with the Town's consulting engineer GHD, Inc. Catherine Laurent, Director of Public <br /> Works indicated delaying the project by one year would compromise the Transportation Improvement Plan <br /> (TIP) funding. The project which began in 2013 is expected to receive $21 million in TIP funding over the next <br /> three years. The Town is planning on moving forward with the project bid in 2021 with construction anticipated to <br /> begin in the fall of 2021. In concern, Ms. Laurent indicated the TIP project schedule is comprised of federal and <br /> state funding sources. If the Town does not move forward as scheduled, the funding eligibility for this project may <br /> be compromised for the Town of Mashpee and for other Cape road projects slated for improvement. <br /> In terms of the $21 million dollar project, $11 million is estimated to be earmarked to the project in year one with <br /> $5 million in year two and $5 million in year three of the project scope. The $11 million is specific to Mashpee in <br /> fiscal year 2021, and the entire region could potentially delay projects in que. Ms. Laurent indicated the topic of <br /> wastewater was previously discussed by the Board of Selectmen last August and it was decided the Town was not <br /> going to pursue the wastewater initiative to remain on track for the corridor project in 2021-2023. <br /> In an effort to save taxpayer funds and in support of the wastewater initiative to design and install piping <br /> to alleviate sewer delays and the future disruption of the subject road area there was strong consideration to request <br /> an opinion from the Department of Transportation with respect to this regard. <br /> It may be possible to obtain funding for sewering that would offset the budget reductions associated to the project. <br /> Currently, the project is estimated to cost$32.5 million. This creates a large gap and deficit as the Town has been <br /> notified by Mass DOT that additional funding is not available. <br /> Town Manager Rodney C. Collins recommended the Board of Selectmen postpone action until the Town has had <br /> the opportunity to review this matter with the Mass DOT. <br /> It was noted the proposal may require a TIP amendment. However, the road plans would basically remain the <br /> same with added sewer design including pump stations that may be required. <br /> The Board of Selectmen agreed to take this discussion under advisement to revisit at the next meeting. <br /> 2020-2021 Board of Selectmen Liaison Assignments: <br /> The Board of Selectmen reviewed the updated 2020-2021 Liaison Assignment List designated by the Chair each <br /> year following reorganization. The following assignments were modified; <br /> Selectman David W. Weeden—Finance Committee Liaison <br /> Selectman John J. Cotton—Native American Affairs Committee <br />
