*DRAFT 3 MAY 2020 TOWN MEETING WARRANT* Page 16 <br /> Explanation: Mashpee's share of the Cape Cod Regional Technical High School debt for the Cape <br /> Cod Regional Technical High School Building Project for Fiscal Year 2021 is $487,847. <br /> The Board of Selectmen recommends approval of Article 5 by a vote of 5-0 <br /> The Finance Committee recommends approval of Article 5 by a vote of 5-1 <br /> Article 6 <br /> To see if the Town will vote to appropriate and transfer the sum of $250,000 from revenue <br /> available for appropriation to the Other Postemployment Benefits Irrevocable Trust Fund, or take <br /> any other action relating thereto. <br /> Submitted by the Board of Selectmen <br /> Explanation: This article will add funds to the OPEB Irrevocable Trust Fund which was established <br /> in FY 2013 to assist the Town with meeting its potential post-employment benefits obligation. <br /> The Board of Selectmen recommends approval of Article 6 by a vote of 5-0 <br /> The Finance Committee recommends approval of Article 6 by a vote of 6-0 <br /> Article 7 <br /> To see-if the town will appropriate the sum of $2,480,000 by borrowing for the planning and <br /> design of wastewater collection, treatment and disposal initiatives in the Town of Mashpee, <br /> including all expenses incidental and related thereto,to authorize the Treasurer,with the approval <br /> of the Board of Selectmen, to issue any bonds or notes that may be necessary for that purpose, <br /> and to apply the premium received by the Town upon the sale of any bonds or notes thereunder, <br /> less any such premium applied to the payment of the costs of issuance of such bond or notes, to <br /> pay project costs and reduce the amount authorized to be borrowed by the amount of the <br /> premium so applied; provided, however, that this appropriation and debt authorization shall be <br /> contingent upon passage of a Proposition 2% debt exclusion ballot question under General Laws <br /> Chapter 59, § 21C(k), or take any other action relating thereto. <br /> Submitted by the Board of Selectmen <br /> Explanation: This article would provide funding to complete the design of Phase 1 of the <br /> wastewater treatment plant to be located adjacent to the Town's solid waste transfer station and <br /> further to design the phase 1 sewer collection system to be connected to the wastewater <br /> treatment facility adjacent to the Town's transfer station. This project s one of the initial steps in <br /> implementing the Town"s Watershed Nitrogen Management Plan/CWMP. <br /> The Board of Selectmen recommends approval of Article 7 by a vote of 5-0 <br /> The Finance Committee recommends approval of Article 7 by a vote of 6-0 <br /> Article 8 <br /> To see if the Town will vote to accept General Laws Chapter 40, Section 39M for the purpose of <br /> establishing a separate account to be known as the Municipal Water Infrastructure Investment <br /> Fund, revenues from which shall be expended exclusively for maintenance, improvements and <br /> investments to municipal drinking, wastewater and stormwater infrastructure assets, and, <br /> further, to authorize the imposition of a water infrastructure surcharge on real property in the <br /> Town at the rate of two per cent (2%) of the real estate tax levy against said real property, as <br /> determined annually by the Board of Assessors, which will be deposited into the Fund; said <br /> surcharge to commence in Fiscal Year 2021, effective July 1, 2020;or take any other action relating <br /> thereto.
