*DRAFT 3 MAY 2020 TOWN MEETING-WARRANT* Page 22 <br /> Explanation: To provide annual funding in FY 2021 for the administrative and operational costs <br /> of the Community Preservation Committee which includes project costs associated with and <br /> incidental to the Community Preservation Committee. Under the CPA Act, up to 5%of the annual <br /> CPA funds may be spent on the operation and administrative costs of the Community Preservation <br /> Committee. Funding supports legal and professional fees, technical .reviews, appraisal costs, <br /> signage, annual Community Preservation Coalition dues,administrative wages, office supplies and <br /> similar costs associated with and incidental to the development of a CPA project. <br /> The vote of the Community Preservation Committee was 9-0 in support of this article. <br /> The Board of Selectmen recommends approval of Article 22 by a vote of 5-0 <br /> The Finance Committee recommends approval of Article 22 by a vote of 5-0 <br /> Article 23 <br /> To see if the Town will authorize the Board of Selectmen to enter into long-term leases, licenses, <br /> agreements, or other contractual agreements on behalf of the Town, subject to such terms and <br /> conditions as the Selectmen shall deem to be in the best interest of the Town, for all or a portion <br /> of the Town-owned real properties identified as the Kenneth C. Coombs School, the Quashnet <br /> School, and Mashpee Middle-High School for the purposes of developing, sponsoring, <br /> administering, installing, operating, and maintaining solar photovoltaic energy systems and <br /> supplying solar energy, and further to authorize the Board of Selectmen and Town Manager to <br /> take such actions as may be necessary under Massachusetts law to effectuate said agreements; <br /> or take any other action in relating thereto. <br /> Submitted by the Board of Selectmen <br /> Explanation:This Article will allow the Town to enter into agreements for solar installations at the <br /> Kenneth C. Coombs School,.Quashnet School and Mashpee Middle-High School <br /> The Board of Selectmen recommends approval of Article 23 by a vote of 5-0 <br /> The Finance Committee recommends approval of Article 23 by a vote of 6-0 <br /> Article 24 <br /> To see if the Town will vote to raise, appropriate or transfer from available funds the sum of <br /> $150,000 for the update of the Town's Local Comprehensive Plan, and to act fully thereon, or take <br /> any other action relating thereto. <br /> Submitted by the Planning Board <br /> Explanation:The Local Comprehensive Plan (LCP)was adopted in 1998 and has not been updated <br /> since its adoption. The LCP is written to be consistent with the Cape Cod Commission Regional <br /> Policy Plan, which has recently been updated. The LCP is required to be updated every 5 years. <br /> The LCP also serves as the Master Plan for the Town pursuant to MGL c.41A, Section 81D "Such <br /> plan shall be a statement,through text, maps, illustrations, or other forms of communication,that <br /> is designed to provide a basis for decision making regarding the long-term physical development <br /> of the municipality. The comprehensive plan shall be internally consistent in its policies,forecasts <br /> and,standards, and shall include the following elements:" Growth and development goals and <br /> policies statement; land use plan; Housing; Economic Development; Natural and Cultural <br /> Resources; open Space and Recreation; Services and facilities; Transportation, and; <br /> Implementation program. The plan serves as a guide to future development and needs of <br /> Mashpee and it also assists the Town with potential grant opportunities. <br />
