*DRAFT 3 MAY 2020 TOWN MEETING WARRANT* Page 24 <br /> Article 28 <br /> To see if the Town will vote to amend Chapter 84 Erosion and Sedimentation Control of the <br /> General Bylaws as follows: <br /> Add a new paragraph.14 to§84-4 <br /> Plan and Application Requirement: <br /> 14. Description of construction waste management including discarded building materials, <br /> concrete truck washout,chemicals, litter and sanitary waste. <br /> Amend §84-5 Control Measures by adding new language/paragraphs and renumbering <br /> accordingly: <br /> §84-5 Control Measures: <br /> A. Measures to prevent the erosion of soils from the property and the sedimentation of <br /> drainage structures and adjacent wetlands throughout all phases of construction and <br /> at the completion of project shall, at a minimum, include the following: <br /> 1. Minimize the amount of disturbed area and protect natural resources, <br /> 2. Stabilization of cleared areas within fourteen (14) days of clearing or extended <br /> inactivity in construction (fourteen (14) days or more) by planting of temporary <br /> vegetative cover, mulching, use of erosion control mats or similar measures; <br /> 3. Protect slopes on the construction site; <br /> 4. Stabilization or covering of soil stockpiles at the end of each workday; <br /> 5. Prevention of blowing of dust or sediment from the site by mulching, sprinkling <br /> (water), spraying of adhesives or calcium chloride, use of stone, particularly along <br /> construction roads, or providing wind barriers; <br /> 6. Provisions for the maintenance of the erosion and sedimentation control <br /> measures, including protect all storm drain inlets and armor all newly constructed <br /> outlets- <br /> 7. Use perimeter controls at the site; <br /> 8. Stabilize construction site entrances and exits to prevent off-site tracking; <br /> 9. Control wastes that may be discharged, including but not limited to, discarded <br /> building materials, concrete truck wash out, chemicals, litter, and sanitary wastes <br /> (these wastes may not be discharged to the MS4; and <br /> .10. Inspect stormwater controls at consistent intervals. <br /> Amend §84-6 Inspections by adding new language/paragraphs and re-numbering accordingly: <br /> §84-6 Inspections: <br /> A. The Director of Public works or hisZher designee including members of the Site Plan <br /> Review Committee may enter upon the property of the applicant for the purpose of <br /> conducting regular inspections to ensure compliance with the approved Erosion and <br /> Sedimentation Control Plan and the provisions of this bylaw. These inspections shall <br /> be performed at a minimum at the following intervals: <br /> 1. Prior to the start of construction; <br /> 2. Inspection of Best Management Practices (BMPs) during construction of BMPs; <br /> 3. Inspection of BMPs upon completion of site grading to ensure they are working as <br /> described in the approved plans; <br /> 4. At close of construction season or prior to any other long-term stops in <br /> construction Amore than two (2) weeks); and <br /> 5. Upon completion of final landscaping. <br />
