The Chair stated that the <br /> meeting was being videotaped and recorded and noted.that, if the public addressed the Board,to do so <br /> stating their name,address and comment. Comments should be made through the Chair, after being <br /> acknowledged,,and may be addressed directly by the Board,the project proponent; staff, consultant <br /> engineer or taken under advisement. <br /> APPROVAL OF MINUTES—August 7,2019 <br /> MOTION: Mr. Balzarini made a motion to accept the August 71h minutes as presented. Mr. <br /> Callahan seconded the motion. All voted unanimously. ° <br /> PUBLIC HEARINGS <br /> 7:05 p.m. Best Buy Beverage(Continued from 8/21/19) <br /> iled by Kevin Andrade to construct a commercial <br /> Application for a Special Permit f <br /> building to be used for retail use,redemption center and office space to be located <br /> at 11 Evergreen Circle, currently identified as Lot A on-the plan titled Definitive <br /> Subdivision Plan,Evergreen Circle, prepared for Evergreen Industrial Park,#588 <br /> Main Street(Route 130) approved on 11/20/17 by Mashpee Planning Board. This <br /> application is made pursuant to Sections 174-24 C (1) and under Section 174-25 E <br /> (12) under the Mashpee Zoning Bylaw. The property is located in the C-3 Zoning <br /> District and is within the Light Industrial Overlay District. <br /> The appointed time having arrived,the Chair opened the Public Hearing and read the Public Hearing <br /> Notice and request. Raul Lizardi-Rivera, Cape and Islands Engineering,represented the applicant and <br /> returned to address additional information requested by the Board. Mr.-Lizardi-Rivera confirmed that <br /> plans had been revised and submitted,including the water quality report previously submitted by <br /> Evergreen,turning movement reports for emergency vehicles and revised building elevations and <br /> footprint,which reflected the standards requested by the Cape Cod Commission. Projections and <br /> awnings added character to what was previously a plain rectangular building and traditional materials <br /> replaced what were initially metal walls. Mr.Lizard!-Rivera confirmed that all comments provided by <br /> Mr,Rowley were addressed except for 1) fire/water service off of Route 130 instead of Evergreen <br /> Circle, due to water.pressure concerns expressed;2) grading adjustment at the entrance that would <br /> have placed the driveway at an 8%slope,but showing that the water would be directed to the <br /> waterway with some adjustments; and 3) changes to the landscape material, including ground cover <br /> species. <br /> l <br />
