NO Snow& Ice deficit as of today; we had estimated a deficit of$300,000, so if all stays the same,
that amount will remain as available free cash.
We could decrease the amount to deposit into the OPEB account by$100,000. This would still add
$150,000 to the acCou nt.
Department turn backs for FY 2020 will be significant for our future reserves. They are certified as
Free Cash and Will help with providing financial flexibility in upcoming fiscal years. Hopefully building
closures will reduce energy costs and if departments attempt to limit expenditures to only those
absolutely necessary, this may help with increasing the amount of-tum backs.
If we were to come into serious financial difficulties:as a last resort,we could turn to our Stabilization
Fund, which has a balance of a little over$5 million. Of course, this fund will probably take a hit on
investment eamings/interest but k still provides for*a significant amount of reserves if absolutely
necessary.
1. Indefinitely postpone nonessential articles for FY 2021 Town. Meeting to October Town
Meeting.
2. Use 2 million dollars of free cash for FY 2021, instead of 1.5 Million.,
3. Review Current-Budget Recommendations.
1. Hiring Freeze
2. Strategic Budget Reductions.
3. Zero percent COLA's for bargaining units with yearly contract renewals
Summarv:
As noted previously, we expect the Town of Mashpee,to face significant financial challenges in the
future however, due to our fiscally conservative approach to budgeting, we are hopeful that through a
collaboration of efforts,we WILL weather this storm. The impact of services provided to our taxpayers II
as well as the ways in which we can ease their financial burden will be kept in the forefront of any
decisions and/or recommendations made by the Financial Team.
0 Page 3,
