Explanation: To provide annual funding in Fy 2021 for the administrative and operational costs of the Community Preservation Committee which includes project casts associated with and incidental to the Community Preservation Committee. Under the CPA Act, up to 5% of the annual CPA funds may be spent -on the operation and administrative costs of the Community Preservation Committee. Funding supports legal and professional fees, technical reviews, appraisal costs, signage, annual Community Preservation Coalition dues, administrative wages, office supplies and similar costs associated with and incidental to the development of a CPA project. The vote of the Community Preservation Committee was 9-0 in support of this article. The Board of Selectmen recommends approval of Article 22 by a vote of 5-0 F'I1vCOM: This article authorizes the appropriation and transfer of$40,000 from the F'Y2021 Community Preservation Fund Estimated Revenues to the Community Preservation Committee Administrative and Operating Expense Account to cower necessary administrative and professional fees and other casts incurred by projects overseen by the Community Preservation Committee. Up to 5% of CPA funding is available for this purpose. The Finance Co-mmittee recommends approval of Article 22 by a vote of 6-0 Article 23 To see if the Town will authorize the Board of Selectmen to enter into long.-term leases, licenses, agreements, or other contractual agreements on behalf of the Town, subject to such terms and conditions as the Selectmen shall deem to be in the best interest of.the Town, for all or a portion of the Town-owned real properties identified as the Kenneth C. Coombs School, the Q,uashnet School, and Mashpee'Middle- High School for the purposes- of developing, sponsoring, administering, installing, operating, and maintaining solar photovoltaic energy systems and supplying solar energy, and further to authorize the Board of Selectmen and Town Manager to take such actions as may be necessary under Massachusetts lava to effectuate said agreements, or take any other action in relating thereto. Coombs School, Q,uashnet School and Mashpee Middle-High School The Board of Selectmen recommends approval of Article 23 by a vote of S-o F"INCOM: This article authorizes the Town to negotiate long-term lease agreements'for solar installations at the Kenneth C. Coombs .School, the Quashnet School, and the Mashpee Middle-Nigh .School. Such an installation would increase the towns use of renewable energy and reduce its energy casts. The Finance committee recommends approval of Article 23 by a vote of 6-0 Article 24 To see if the Town will vote to raise, appropriate or transfer from available funds the sum of $150,000 for the update of the Town's local Comprehensive Plan, and to act fully thereon, or take any other action relating thereto.
