FINC'OM: This article amends the existing Sedimentation and Construction Control bylaw in order to more <br /> fully comply with requirements set forth in the Town's General Storm Water Permit issued by the <br /> Environmental Protection Agency through the National Pollutant Discharge Elimination System. This is an <br /> amendment to language and has no financial impact. <br /> The Finance Committee recommends approval of Article 28 by a vote of 6-0 <br /> Article 29 <br /> To see if the Town will vote to continue participation in the Community Septic Management Program and <br /> the Massachusetts water Pollution Abatement gust(MWPAT)for the purpose of making loans to residents <br /> of the Town for repairing and/or upgrading residential septic systems pursuant to agreements between the <br /> Board of Health and residential property owners, including all costs incidental and related thereto, or to <br /> take any other action relating thereto. <br /> Submitted.by the Board of Health <br /> Explanation: The Commonwealth of Massachusetts, through the water Pollution Akbatement Trust, has <br /> provided approximately $660,000-00 at 0% interest to the Town of Mashpee to assist homeowners in <br /> complying with failed Title v systems since 1998. The loans are available to homeowners at 5% interest,to <br /> cover any ongoing casts of the program. Loans must be secured by a betterment assessed by the Town on <br /> the property being unproved by the loan. The repayment of the loans to the town with the S°% interest is <br /> being repaid through previously issued property betterments. In order for the town to be able to re-l0an <br /> funds to future additional Septic projects, the town must annually reauthorize/re-approve participation in <br /> the Community Septic Management Program. Failure to reauthorize participation in the Program will <br /> restrict the town from re-loaning funds to homeowners with failed septic systems. The repaid monies will <br /> be held in an account with the principle amount repaid to the MWPAT as scheduled. <br /> The Board of Selectmen recommends approval of Article 29 by a vote of 5-0 <br /> FINCOM: This article authorizes the continued participation in the Community Septic Management Program <br /> and the Massachusetts Water Pollution Abatement Trust which gives residents the ability to secure a 5Y6 <br /> interest loan for the purpose of resolving failed Title v septic system issues. <br /> The Finance Committee recommends approval of Article 29 by a vote of 6-0 <br /> Article 30 <br /> To see if the Town will vote to amend Chapter 2 -- Town Meetings; Article 1 -- Miscellaneous Provisions; <br /> 2.1 --Annual Town Meeting and Election of the Town's Bylaws F as follows: <br /> F: Effective January 1, 2021, the regular Annual Town Election of Town Officers will be held on the first <br /> Saturday in May immediately following the May Annual Town Meeting, at such place as determined by the <br /> Board of Selectmen, or take any other action relating thereto. <br /> Submitted by the Town clerk <br /> Explanation:This article seeks to moue the Annual Town Election back to the first Saturday in May following <br /> the Town's Annual Town Meeting. The Town has hosted a variety of different days 'with no significant <br /> increase in voter turnout. In keeping the safety and welfare of children first and foremost moving the <br /> election back to the original Saturday for elections is a win-vain for all. <br /> The Board of Selectmen recommends approval of Article 30 by a vote of 5-0 <br />
