To: Rodney Collins,Town Manager
From: Evan Lehrer,Town Planner
Date: May 26, 2020
Re: MVP Action Grant and CZM Grant Applications
I am writing to request an agenda item on the June 1, 2020 Selectmen's agenda to discuss grant
proposals relative to the Municipal Vulnerability Preparedness program. Action Grant applications are
due by June 11, 2020. Action grants require a 25%match from the municipality. I hope to present grant
proposals to the Selectmen and receive their authorization to submit them to the state as well as
receive their approval of any required matching funds.
MVP Action Grants
The Town recently underwent a climate resiliency planning process under the Municipal Vulnerability
Preparedness program. This process identified a series of priority action items to address Mashpee's
resiliency against climate change related impacts. The Town is now eligible to seek funding through this
program to address these identified priority action items. The top three identified priority action items
are:
1. Coastal Green Infrastructure
2. Water Quality
B. Stormwater Infrastructure
The Planning Department has been working in coordination with the Town's consultants during the MVP
process, the Woods Hale Group, on a proposal to address stormwater impacts to water quality at
Santuit Pond. This action grant proposal address priorities 1 and 2 identified through the planning
process. I anticipate a budget of between 100,000 and 200,000 requiring a municipal match of 25,000 to
50,000. 1 will have a firm scope and proposed budget on 5/27/2020.
Coastal Zane Management Grant(CZM)
To address priority number one, we wish to submit a proposal under the Coastal Zane Management
grant funding round for nourishment of the Popponesset Spit with Save Popponesset Bay. In April 2018
the Town submitted a proposal to fund this project through the Seaport Economic Council. There is also
a 25%match required, but that match will be provided by Save Popponesset Bay as Co-Applicant.
