The Chair asked Mr. Lehrer to further clarify with the DPW, and encouraged <br /> Board members to share any of their comments with Mr. Lehrer. <br /> Discussion Regarding In Person Meeting Protocols-The Chair stated his preference that the <br /> Board begin meeting in person, beginning with the next meeting on August 19, as other Boards had <br /> begun doing the same. Zoom would be available for anyone not feeling comfortable. Ms. Waygan <br /> had submitted questions regarding meeting in person and Mr. Lehrer asked that she read the questions. <br /> Mr. Lehrer confirmed that everyone in the room would sit six feet apart and would be required to wear <br /> a mask. Mr. Lehrer confirmed that the public would not be allowed in the room so Zoom, live <br /> streaming and the conference line would continue to be available for public comment. Mr. Lehrer <br /> confirmed that members could continue to participate remotely. There were no additional questions. <br /> TOWN PLANNER REPORT <br /> Update to Subdivision Rules and Regulations and Special Permit Regulations-Mr. Lehrer <br /> referenced prior minutes and discussion regarding the issue of mailboxes. Mr. Lehrer anticipated <br /> having additional information available for the next meeting. <br /> Stormwater Task Force-Mr. Lehrer confirmed that Ms. Waygan provided comments and <br /> emphasized that any additional comments be submitted prior to the next meeting and the Board of <br /> Selectmen's execution of the Warrant. Mr. Lehrer would be incorporating Ms. Waygan's comments <br /> into his draft, which he would then provide to the Board for review at the next meeting. Mr. Lehrer <br /> would also be working with Mr. Rowley regarding performance measures. <br /> Announcement & Discussion Regarding Consulting Engineer-Mr. Rowley announced that, <br /> after 40 years working with the Town of Mashpee, he would be retiring as of the last meeting in <br /> December 2020. Mr. Rowley has drafted documents for the Planning Board that would assist in <br /> identifying essential qualities, criteria and experiences to develop an RFP to assist in hiring a new <br /> Consulting Engineer, and offered his assistance. Mr. Rowley expressed his joy in being part of the <br /> Mashpee community and assisting with the planning of the Town. Members of the Planning Board <br /> stated their appreciation of Mr. Rowley's work and his assistance in growing the Town. Mr. Lehrer <br /> expressed his gratitude to Mr. Rowley for assisting in his transition to the Town Planner position, <br /> echoing that Mr. Rowley had been a tremendous asset personally and professionally. Ms. Waygan <br /> thanked Mr. Rowley for mentoring younger engineers, creating better engineers because of it. Mr. <br /> Balzarini recommended accepting Mr. Rowley's assistance in identifying a new Consulting Engineer. <br /> Mr. Lehrer will forward the roles and responsibilities of the Consulting Engineer for review by Board <br /> members and asked that any comments be forwarded to him, so that a vote could be taken to adopt the <br /> description at the next meeting, to be included in the RFP process. Mr. Lehrer described the process of <br /> hiring a new Consultant Engineer. <br /> BOARD MEMBER COMMITTEE UPDATES <br /> Cape Cod Commission-Ms. Waygan referenced the Public Hearing regarding potential <br /> modifications to the Regional Policy Plan and reported that a vote was taken to refer the matter to a <br /> subcommittee. The petition was to submit requirements to address climate change. <br /> Community Preservation Committee-Ms. Waygan reported that a call for applications would <br /> be made in early to mid-fall. <br /> Design Review Committee-Mr. Callahan reported that Willowbend had been approved. <br /> Plan Review-Mr. Lehrer reported that there was no meeting <br /> Environmental Oversight Committee-Mr. Lehrer confirmed for Mr. Fulone that there had <br /> been no meeting. <br /> Greenway Project & Quashnet Footbridge-Mr. Hansen stated that there was no meeting. At <br /> the last meeting, discussion regarding the 151 improvements eliminated the need for a bridge. <br /> 2 <br />
