74 ber shall act in any ,case in which he feels he is disqualified, in which case the remaining members-'sliall .designate a sub- stitute. Every .decision of the'Board shall lie- n writing, and shall require -the assent of at.least two members and shall be a matter of public record. Para. 2. Any person aggrieved by a refusal of the Build- ing Inspector to issue a. permit, or by a decision of the Building Inspector made under the provisions of this code, may appeal to the Board of Appeals. The Board of Appeals shall hold a public hearing thereon and render a decision. They shall make rules for such hearings, and publish notice thereof. Section 9. Penalty. Any person or persons violating any provisions of this code who do not within a reasonable time rectify such violation shall be fined. not more than twenty dollars for each. offense. Each day that such violation continues shall constitute a separate offense. Section 10. Building Inspector. Para. 1. The Board of Selectmen annually, and sub- sequent to the annual Town Meeting, shall appoint a Build- ing Inspector to hold office for the term of -one year following, and until his successor is appointed and qualified. Para. 2. To be eligible to appointment, the Building Inspector shall have had at least five years experience as a building superintendent of construction, or inspector of build- ings, or shall have been a Registered Architect for a period of at least five years. He shall be generally informed as to the quality and strength of building materials, the prevailing methods of building construction, good practice in fire preven- tion, the accepted requirements for safe facilities, and shall have a general knowledge of the installation of plumbing, electric wiring, elevators and other installations for the safety, comfort and convenience of occupants.. He shall be capable of making the necessary examinations and inspections of build- ings in the course of construction. He shall not have any interest whatever, directly or indirectly, in the. sale or manus facture of any material, process or device entering into or used in or in connection with building construction, and shall not be engaged in the building trades on his own..account or as a contractor. Para. 3. He shall be under the supervision of the .Board of Selectmen and he shall be subject.to such rules and regu- lations as they may prescribe for the proper .conduct. of this office. He shall submit an annual report in, December of each year of his office .for publication in the Town Report.
