101 <br />$7,75o.00, but provide that $1,000.00 be transferred from avail- <br />able funds ("free cash") and the balance of $6,750.00 be bor- <br />rowed over a period of five years under the provons of <br />General Laws, Chapter 44, Section 7, clause �(9). This Will <br />spread the cost of this piece of equipment over a six-year <br />period, the current year plus the five year loan. <br />Article 29: <br />Purchase or take by eminent domain land $1.00 <br />for Public Recreation purposes <br />At our meeting with you in Mashpee on May 6, we recom- <br />mended that your town counsel make an appointment to sit <br />down with our commission to discuss this matter. <br />Article 33: $21,300-00 <br />Library Construction <br />We do not feel- that sufficient consideration has been <br />given to this problem. Accor - dingly, we recommend a delay <br />in the construction of the Library building until such time <br />as more consideration is given to an expenditure involving <br />this sum of money and, if later you should desire to proceed <br />with it, some thought should be given to financing it at least <br />in part by a loan authorization. <br />Article 49: <br />First half of the initial payment for Dental $1,250.00 <br />Equipment <br />It appears to the commission that a satisfactory ar- <br />rangement is presently in effect for dental services for Your <br />school children. Accordingly, this appropriation is not ap- <br />proved. <br />Article 65: <br />Purchase or take by eminent domain land for $1.00 <br />Public Recreation purposes <br />If the Commission were to establish a priority of land <br />takings under Articles 29 and 65 for public beach purposes, <br />we would give priority to Article 29. We do not feel that <br />Your town is in a position whereby it can afford to make <br />two substantial takings for public beach purposes. Accord- <br />ingly, we have refused to approve the appropriation voted <br />under this article. <br />
