31 <br /> Report of the Finance Committee <br /> To the Citizens of the Town of Mashpee: <br /> The Finance Committee wishes to thank all the Town <br /> officials for their support and cooperation in preparing the <br /> 1970 warrant. In general all were able to keep the increases <br /> within bounds. This year as last several articles were sub- <br /> mitted or changed up until the last minute before going to <br /> the printer. It will be proposed that beginning with the next <br /> warrant a deadline will be established and maintained with- <br /> out exception in order that the Finance Committee will have <br /> sufficient time to properly prepare the warrant. <br /> The Police Department shows an increase of $27,679.00 <br /> of the amount recommended over the 1969 expenditure of <br /> $75,942.00. This increase is required by the addition of new <br /> patrolmen, based on a 40 hour work week, and the inclusion <br /> of a cruiser in the budget rather than by an article. It is ob- <br /> vious that the Department will require a replacement cruiser <br /> each year which reflects an operational cost rather than <br /> capital equipment. ' <br /> All wages and salaries, with one exception were held at <br /> a 596 increase in our recommendations. We felt that if the I <br /> Town adopts the Personnel Board they should have the op- k; <br /> portunity to put their programs into effect without the prob- <br /> lems of unstable base pay practices. It is our opinion that the <br /> Personnel Board will have to call a Special Town Meeting to <br /> appropriate the money to implement their programs. P <br /> The total requested operating budget of the Town by <br /> Article 6 and other money articles would be $722,066.11. The <br /> Finance Committee has recommended reductions of <br /> $48,804.50, resulting in a recommended operating.budget of <br /> $673,261.61. There are many items which go to make up a tax <br /> rate of a town and which are currently not available, i.e. <br /> State charges and receipts; Excise Taxes; Total Assessment; <br /> etc. However, based on known facts and past averages, we <br /> would estimate the tax rate to be $14.00, or reflecting $1.00 <br /> for each $48,000.00 appropriated. <br /> I <br /> CHESTER A.
