49 <br /> Report of the Chief of Police <br /> T0: Honorable Board of Selectmen and <br /> Citizens of the Town of MMashpee <br /> A comparison of the statistics of the year 1969 with those <br /> of 1968, the beginning of a self-sustaining police department, <br /> reveals a downward trend in the area of crime. The "Arrests <br /> and Summons Report" (submitted to the Commonwealth of <br /> Massachusetts) which covers a broad crime area has de- <br /> creased overall while individual crimes such as noisy parties, <br /> disturbances, breaking and entering to include larceny and i <br /> vandalism have increased. Violent crime has not come to E <br /> Mashpee though drug abuse which causes a good deal of I <br /> i , <br /> concern these days is becoming a problem. <br /> There has been a marked increase in the number of <br /> emergency trips and total miles recorded on our cruisers. <br /> Contributing factors are patrol in this 23.86 square mile area, <br /> accidents (106) and the addition of a third cruiser. <br /> An excellent yardstick of the efficiency of the depart- <br /> ment is the payment of $1,400 in court fines to our Treasury <br /> by the court which is more than double the amount paid in I� <br /> 1968. <br /> The budget for the year 1970 has increased by 31.2%, <br /> however, a major part consists of salaries and wages includ- <br /> ing the carryover from 1969. Due to the split years in which i <br /> new personnel have been added to the department, the salary <br /> increase does not depict a true annual budget picture. Com- <br /> plete justification of the budget is assured and we are happy <br /> to report to you that a transfer to augment the 1969 budget <br /> was not necessary, which was a "first" since permanent <br /> i ; <br /> nature of the department. <br /> r <br /> Educational requirements have continued. Sgt. Frye has f <br /> added the FBI Firearms Instructor School to his credits and <br /> Sgt. Gonsalves has completed a Massachusetts State Police <br /> course in Narcotics and Drug Abuse. All patrolmen except <br /> one are fully qualified and he will receive training at the <br /> t <br /> first opportunity. <br /> Finally, there is an urgent need for a larger facility to <br /> house our department or as the Municipal Building Needs <br /> I <br />
