61 <br /> Report of the Personnel Board <br /> To the Honorable Board of Selectmen <br /> and Voters of the Town of Mashpee <br /> The March 2, 1970 Town Meeting unanimously voted <br /> (Article 21 of the Warrant) to "establish a personnel classi- <br /> fication and administration plan under which the Personnel <br /> Board shall . . . establish and administer: <br /> (a) a classification of the positions of all (appointed) <br /> Town employees and establish maximum and minimum sal- <br /> aries for such employees and (provide) for periodic step in- <br /> creases based on length of service; <br /> (b) personnel policy dealing with working hours, over- <br /> time, vacations, leave . . ., tenure, group insurances, and any <br /> other (proper) matter." <br /> The same meeting also voted unanimously (Article 22 of <br /> the Warrant) to grant :authority to the Personnel Board <br /> to ". . . adjust grievances of Town employees other than <br /> those appointed by the School Committee." <br /> In accordance with these instructions, frequent meetings <br /> were held to work out salary and wage adjustments, in close <br /> consultation with the Finance Committee, culminating in the <br /> recommendations of Article 13 of the Warrant for the Special <br /> Town Meeting, October 21, 1970. The Article was voted <br /> unanimously. <br /> The grievance procedure was inaugurated and found to <br /> operate, smoothly and satisfactorily in use. <br /> Several applicants for the Police Department were inter- <br /> viewed and approved. <br /> All full-time appointive Town employees were examined <br /> by the Town Physician. Chest x-rays were also given. The <br /> value of this practice to the Town and the employees already <br /> is clearly apparent. <br /> Employment Records and Job Descriptions are in hand <br /> and are being actively studied for completeness and perti- <br /> nence. <br /> i <br />
