This year we will focus on better public relations for <br /> the town. We plan to offer in-house training to staff and <br /> Report of the <br /> managers. We will attend Human Resource Seminars to <br /> Personnel Board <br /> keep current on issues relating to Personnel. <br /> We wish to thank all employees, department heads, <br /> To the Honorable Selectmen board and committee members, elected officials, <br /> and the Citizens of the Town of Mashpee: volunteers,the Executive Secretary and Board of Select- <br /> men for their cooperation, assistance and support. <br /> "The Program (V.I.G.S.) Matures Under Fiscal <br /> Restraints" <br /> Respectfully submitted, <br /> Volunteers in Government Service(V.I.G.S.)has pass- Robert W. Sullivan, Chairman <br /> ed, with flying colors,its first year of service to the Town lane Stockbridge, Clerk <br /> of Mashpee. C. Ben Lofchie <br /> Leo Turo <br /> The program has continued to grow with volunteers Rita Sousa <br /> being placed in the Assessor's Office, Treasurer's Office, Marilyn P. Farren, Personnel Asst. <br /> Conservation Department, Building Department, Fire <br /> Department, Historical Commission, the Personnel Of- <br /> fice, and in the Computer Office! <br /> Awards were presented to the volunteers at a luncheon <br /> held in their honor. Certificates were given to all with <br /> special awards going to those that donated the most <br /> hours. A total of $66,770 was realized by the ten <br /> volunteers. <br /> During the calendar year, the Personnel Board held <br /> eighteen regular meetings for the purpose of interview <br /> ing prospective employees, updating job descriptions, <br /> developing and implementing personnel policies and pro <br /> cedures and assisting management in compensation deci- <br /> sions. Applications were reviewed for various town posi- <br /> tions resulting in interviews with applicants from which <br /> appointments were made for the following positions: <br /> D.P.W. Director, Skilled Laborer, Temporary Outreach <br /> Coordinator, Senior Clerk, three Firefighters, three part <br /> time Public Safety Dispatchers, a part-time Clerk/Book- <br /> keeper, a Harbormaster, a Property Lister, Waterway <br /> Assistants, Gate Attendants, and Stickers Sales Person- <br /> nel. Other interviews were conducted for a Custo- <br /> dian/Mechanic and Special Police Officers; however, <br /> these positions were not filled due to budget cuts. <br /> Assistance was given by the department and Board <br /> members in administering national entry-level examina- <br /> tions for Firefighters and Public Safety Dispatchers and <br /> a Police promotional examination. <br /> The Personnel Department continues to provide daily <br /> support to all Town Departments including the process- <br /> ing of routine correspondence, leave requests, serving as <br /> liaison in benefits administration and other related <br /> business in keeping with Personnel function. <br /> Board member, Manual Glickman , resigned when his <br /> term expired after serving on the Personnel Board since <br /> 1982. Rita Sousa was appointed at the end of September. <br /> Ms. Sousa has ten years of experience as a Human Rela- <br /> tions/Resources Manager. Her education includes a BA <br /> in Social Sciences with a concentration in Social and <br /> Political Theory. <br /> 82 <br />
