41 <br /> Veterans' Service Department <br /> To the Honorable Board of Selectmen <br /> Town of Mashpee, Massachusetts <br /> Gentlemen: <br /> The following is a report of the Department of Veterans' <br /> Services for the calendar year of 1958. <br /> The original appropriation for the year was $4,000.00 <br /> which was insufficient to carry the expenditures for the year, <br /> It will be necessary to submit a request for an article in <br /> the-coming Town Warrant requesting additional funds to pay <br /> outstanding .bills. These bills consist of medical expenditures <br /> which cannot be anticipated accurately when submitting a <br /> budget. I would like to point out at this time, that it was <br /> necessary last year to request a transfer of funds to pay <br /> medical bills under the same circumstances. However, this <br /> year funds were not available for transfer which necessitates <br /> the article in the coming Town Warrant. <br /> When submitting a budget for Veteran's Benefits, the <br /> agent must of necessity anticipate, as far as possible, the <br /> needs of a community for the coming year. In such cases, it <br /> is impossible to anticipate unforeseen expenditures such as <br /> heavy medical expense to recipients of Veterans' Benefits. <br /> Now that World War I veterans are growing older, so also <br /> are their wives and widows, the medical expenses are becom- <br /> ing increasingly high. The medical expense which required <br /> the added expenditures for this year were :mostly for depend- <br /> ents of veterans who would not be eligible for admission to <br /> veterans' hospitals, and, therefore, become the responsibility <br /> of the town. In all instances where it is possible to have a <br /> veteran placed in a veterans' hospital, I have been successful <br /> in doing so which resulted in no expenditure to the town. <br />
