The directory is also available <br /> online at www.cgpecoddisabilily.org. To the Honorable Board of Selectmen and <br /> Respecfully submitted, Citizens of the Town of Mashpee <br /> Michele Brady The Board of Assessors values all Real and <br /> Marilyn Farren Personal Property within the Town of Mashpee as well <br /> Charles Maintanis as the Mashpee Water District. Values are determined <br /> Kathleen Moore as of January 1st each year. These values are based on <br /> Patricia Parolski the previous calendar year's sales. The legal standard <br /> Merton Sapers is that all property is assessed at its"full and fair market <br /> Beverly Wooldridge value". That is, the amount a knowledgeable and <br /> Robert Wooldridge,Chairman willing buyer would pay a knowledgeable and willing <br /> seller on the open market. The fiscal period ending <br /> June 30, 2011 is based on the assessment date of <br /> January 1, 2010. <br /> Ev r cine <br /> The Massachusetts Department of Revenue <br /> (DOR) extensively audits the Assessor's Office <br /> f fere n c , triennially to verify that the assessors are using correct <br /> Mass Appraisal methodology and that its values reflect <br /> full and fair market value. When the DOR is satisfied, <br /> the assessors are allowed to calculate the tax rate based <br /> on the budget and then issue tax bills. <br /> The past year has seen overall property values <br /> decline about 4% in the Real Estate Market for the <br /> fiscal year ending in June 2011. While industrial, <br /> oceanfront and golf front areas have been holding or <br /> increasing their value; other segments of the market <br /> have not faired as well. The Assessing Department <br /> continues to work diligently in following the market to 1i <br /> fairly assess properties to reflect these changes so that <br /> ep all Mashpee properties are equitably assessed.
