Report of the Cape Light Compact <br /> To the Honorable Board of Selectmen and Citizens of the Town of Mashpee <br /> Town of Mashpee Activities <br /> The Cape Light Compact was formed in 1997 following two years of study and votes of town <br /> boards of selectmen and town council. It is organized through a formal intergovernmental <br /> agreement signed by all 21 member towns and Barnstable and Dukes counties. The purpose of <br /> the Cape Light Compact is to advance the interests of consumers in a competitive electric supply <br /> market, including the promotion of energy efficiency. Each participating municipality has a <br /> representative on the Compact Governing Board, which sets policy and works with staff, <br /> technical and legal support to advance the Cape Light Compact programs. <br /> I <br /> POWER SUPPLY <br /> In 2009, the Cape Light Compact (Compact) provided energy to residents and businesses in <br /> accordance with a competitive electricity supply contract negotiated by the Compact with <br /> ConEdison Solutions. Oil and natural gas prices were extremely volatile in 2008 with oil hitting <br /> its peak in July and then falling precipitously. Prices for 2009 were largely locked-in, in late <br /> 2008 when energy markets had decreased significantly from their peaks in July of 2008. Natural <br /> gas, electricity, and other energy prices continued to trend down in 2009. While the Compact's <br /> prices in 2009 did not reflect this (due to locking in prices at the end of 2008), 2010 prices will <br /> reflect this decrease. The Compact is actively pursuing strategies to stabilize prices at these <br /> attractive 2010 levels. <br /> As of December 2009, the Compact had 7,532 electric accounts in the Town of Mashpee on its <br /> energy supply. <br /> ENERGYEFFICIENCY <br /> From January to October 2009, rebates and other efficiency incentive programs provided to the <br /> town of Mashpee by the Compact totaled approximately $154,700ought savings to 496 <br /> participants of$112,896 or about 564,479 kilowatt-hours of energy saved for 2009. <br /> Funding for the energy efficiency programs' (i.e. energy audits for homes and businesses, rebates <br /> on the purchase of energy efficient appliances and energy education in our schools) comes from <br /> a monthly customer "energy conservation" charge ($0.0025 cents multiplied by the number of <br /> kilowatt hours used during the month) that appears on each customer's electric bill. <br /> Other Cape Light Compact Efforts Include: <br /> • The Cape Light Compact continues to bring energy education to the Town of Mashpee <br /> through teacher workshops, conferences and the NEED Project curriculum materials. <br /> • The PV system at the Mashpee High School as part of the "Solarize Our Schools" <br /> program has generated over 8,075 kWh of electricity and avoided over 13,937 lbs of CO2 <br /> since its installation in December, 2006. <br /> • 22 Low-Income homes retrofitted for a reduction in energy usage and increased comfort. <br /> • 1 ENERGY STAR® qualified new home <br /> 108 <br />
