l <br /> Report of the Human Resources Department <br /> To the Honorable Board of Selectmen and Citizens of the Town of Mashpee <br /> i� <br /> The Human Resources Department serves the employees that are appointed by the Board of <br /> Selectmen, the Town Manager, the Fire Chief, the Police Chief, the Board of Library Trustees, <br /> and the Town Clerk. Our services include recruitment, compensation and benefits management, <br /> payroll, staff training and development, employee relations and human resource management. <br /> Additionally, the department deals with a wide variety of issues relative to quality of life in the <br /> workplace and seeks to improve the effective-ness of town services by recruiting responsible, <br /> i <br /> qualified, and a diversified workforce, and by retaining and developing staff. <br /> i <br /> i, <br /> We are a resource department that provides assistance and support to all managers and L., <br /> employees on personnel matters. Our department is designed to help managers and employees <br /> do their jobs more efficiently and effectively. We act as internal consultants with regard to <br /> policies and laws affecting employment. <br /> The Human Resources Department's workload is directly impacted by the activities in other <br /> Town departments in terms of the recruitment process and personnel decisions that occur <br /> throughout the employee's tenure and up until the time they leave employment with the Town. <br /> In accordance with the Town Charter, the Human Resources Department assisted with the <br /> transfer of eighteen Maintenance and Custodial employees from the School Department to the <br /> Town's Public Works Department which took place on July 1, 2009. <br /> Recruitment is still one of our most important and time-consuming areas. This year, we assisted <br /> with the hiring of twenty-two (22) full and part-time employees and approximately sixty-two ti <br /> (62) seasonal employees. The department handled personnel transactions relating to <br /> retirements, resignations, promotions, transfers, vacancy postings and advertisement, <br /> interviewing, selection, enrollment and orientation of new employees. <br /> Ali <br /> Full-time and part-time year-round hires included a part-time Assistant Town Planner, a part- <br /> time Human Resources Assistant, (2) Firefighters/Paramedics, (1) Police Officer, two Board <br /> Secretaries Alternates, part-time Clerk/Receptionist (COA), an Administrative Secretary for the 4 <br /> Conservation Department, a full-time Custodian for the Mashpee High School, an Alternate <br /> Plumbing Inspector for the Building Department and the hiring of part-time employees for the <br /> Kids Klub Before and After School program for Site Coordinators, Group Leaders, Assistant <br /> Group Leaders and employees for the Childcare Center to fill the positions of Lead Teacher, <br /> Teacher, and Teacher Assistant. <br /> We assisted with the hiring of summer custodians for the School and with the hiring of substitute <br /> custodians. We also assisted with the transfer of an Administrative Assistant to the Board of <br /> Health Department and a Custodian from the Mashpee High School to the Quashnet School. d <br /> Other positions that the Human Resources Department assisted with were promotional positions <br /> for: a D.P.W. Supervisor, a Senior Clerk Il to an Administrative Assistant position at the Fire <br /> Department and a Truck Driver position. Retirement notifications were received from long-term i <br /> employees that included the Human Resources Assistant, the D.P.W. Supervisor, the D.P.W. 1 <br /> Mechanic, a D.P.W. Working Foreman, a Firefighter, and a Police Officer. <br /> 133 <br />
