_.I <br /> Report of the Planning & Construction Committee <br /> To the Honorable Board of Selectmen and Citizens of the Town of Mashpee <br /> r <br /> The Planning & Construction Committee was appointed by the Board of Selectmen in August <br /> 2005 to oversee capital improvements to the Town's facilities as well as the construction of new <br /> buildings. The primary focus of the Committee during the year was the construction of the new j <br /> library. Below is a summary of projects from the past year. <br /> i <br /> I <br /> Fire Station#2 <br /> All work was completed and the project closed out. The final cost of the project was <br /> $1,876,206.41, $237,793.59 less than the original $2.114 million approved for the project. <br /> Library <br /> At the October 2004 Town Meeting, $3.5 million in funding for construction of a new library on <br /> the existing library site was approved by Mashpee voters. At a subsequent Town Meeting in <br /> May 2007, an additional $2 million in funding was approved. In September of that year, a grant <br /> for $2.9 million was awarded to the project by the State Board of Library Commissioners. <br /> Another approximately $310,000 in grants and rebates have or will be received. <br /> A contract for construction was awarded to Bufftree Building Company of New Bedford, MA in <br /> November 2008 for approximately $6.4 million. Demolition of the old building and the site <br /> occurred in December 2008 and a ground breaking was held in January 2009 to kick-off the <br /> construction. <br /> ti <br /> Over the past 12 months, construction of the building proceeded predominately according to <br /> schedule. The foundation was able to be completed in early spring 2009, despite the cold <br /> temperatures due to use of a ground heating system and insulation blankets in accordance with a <br /> cold weather protection plan. Erection of the structural steel and decking occurred in March. <br /> The Cape's normal spring showers continued through almost the entire month of June, causing <br /> some delay in finishing the building's exterior, but the contractor was able to make up for lost <br /> time as the summer progressed. On October 1, the custom-built cupola was lifted to the top of <br /> the roof. The last several months of the year have been spent completing the interior building ` <br /> systems and finish work. <br /> An important component of the new library is its "green" design. From the start, the Town and <br /> the Planning & Construction Committee believed strongly that the library should be energy- <br /> efficient, sustainable, and an educational tool/example for other building projects. Through a <br /> grant from the Massachusetts Board of Library Commissioners, the Town pursued a Leadership <br /> in Energy and Environmental Design (LEED) certification from the US Green Building Council. <br /> Among the "green" initiatives included in the library are day lighting controls, low VOC <br /> materials, a high-efficiency HVAC system," Xeriscape" or low water use landscaping, on-site <br /> storm water infiltration, and 20.3 kW photovoltaic solar panels, the latter's cost being paid by a <br /> Commonwealth Solar grant and a donation from the Friends of the Mashpee Public Library. t <br /> Projects can qualify for four levels of LEED certification—Certified, Silver, Gold, and Platinum. <br /> The project is on target to achieve minimum Silver certification though Gold is within sight. <br /> 151 <br />
