FINANCE COMMITTEE RECOMMENDATIONS ON WARRANT ARTICLES. SPECIAL TOV6'N MEETING ARTICLES 4/5/10 The Town Meeting on May 3rd is divided into two separate parts each having its own set of Warrant Articles. The first part is called the SPECIAL�TOWN MEETING and addresses town business in the current Fiscal Year (2010), which ends on June 30, 2010. Note: All votes by the Finance Committee recommending approval or defeat of Articles in the Special or Annual Town Meeting Warrant are unanimous (7-0) unless otherwise noted. ARTICLE 1 Authorize the Transfer of Funds --Firefighters Collective Bargaining Agreemea Submitted by: Board of Selectmen. Approval is requested to appropriate $129,910 in available Ambulance Receipts to fund a 3 year collective bargaining agreement with the International Firefighters Association representing the Mashpee Fire Department employees commencing on 7/l/07 and ending on 6/30/10. The 3 year agreement calls for annual pay increases of 1% effective 6/30/08 (with no retro-activity), 2% effective 7/l/08 (correct date), 1% effective l/l/09, 2% effective 7/1/09, and 1% effective 1/1/10. The total compounded increase included in this agreement is 7.19% over the 3 year life of the agreement. This contract ends on June 30, 2010. Approval of Article 1 will neither have an impact on the FY 11 budget, nor will it affect the final 2010 municipal tax rate. Note: Assuming approval of this Article, the increases for the 3 years of the agreement have been included in the revised Fire Department budget for FY' 10. THE FINANCE COMMITTEE RECOMMENDS TOWN MEETING APPROVAL OF ARTICLE 1. Vote: 5-0. ARTICLE : Authorize "the Transfer of Funds --Police Officer's Collective Bargaining Agreement Submitted by: Board of Selectmen. Approval is requested to appropriate $122,877 in available monies to fund a 3 year collective bargaining agreement with Mashpee Police Officers Association with the same salary and wage terms as awarded in Article 1 above to the International Firefighters Association. This contract ends on June 30, 2010. Approval of Article 2 will neither have an impact on the FY 11 budget, nor will it affect the final 2010 municipal tax rate. Note: Assuming approval of this Article, the increases for the 3 years of the agreement have been included in the revised Police Department budget for FY' 10. THE FINANCE COMMITTEE RECOMMENDS TOWN MEETING APPROVAL OF ARTICLE 2. Vote: 5-0. 'ICLE 3:,Auth6rize the Transfer of Funds --Snow & Ice Control Account Submitted by: Board of Selectmen. Approval is requested to appropriate $53,000 from available funds to pay for an over -expenditure of funds for snow and ice control costs during the 2009/2010 winter.
