Further, the enabling legislation creating this program established a local Community <br />Preservation Committee (CPC) to administer and oversee the program, and to review and recommend to <br />the Board of Selectmen and to the voters those projects which qualify for funding under the stated criteria. <br />As required by the legislation, Mashpee's participation in the CPA program was approved and adopted by <br />the town's voters at the October, 2004 Town Meeting and at the General Election held in November <br />2004. The creation of the Community Preservation Committee was approved by the voters at the May <br />2005 Town Meeting. Selectman Wayne Taylor serves as the chair of the committee. The raising of CPA <br />funding through the property assessment surcharge began on July 1, 2005. <br />ARTICLE 6: Authorize Use, of Community Preservation Act Funds -Habitat for Humanity.of Cape <br />Cod ;Housing <br />Submitted by: Community Preservation Act Committee. <br />The Community Preservation Act Committee seeks approval to assist Habitat for Humanity of Cape Cod <br />in the development of three affordable homes to be constructed on lands donated by the Town of <br />Mashpee. Grants totaling $75,000 ($25,000 per home) are requested to help defray a portion of the cost <br />to construct these homes. Funding will come from previously raised and budgeted Affordable Housing <br />Reserve Account of the Community Preservation Act. <br />Approval of Article 6 will neither have an impact on the FY 11 budget, nor will it affect the final <br />2010 municipal tax rate. <br />THE FINANCE COMMITTEE RECOMMENDS TOWN MEETING APPROVAL OF ARTICLE <br />6. Vote: 5-0. <br />ANNUAL TOWN MEETING ARTICLES <br />The second portion of the meeting is called the ANNUAL TOWN MEETING and addresses town <br />business during the upcoming Fiscal Year (2011), which will begin on July 1, 2010 and end on June 30, <br />2011. <br />As of the writing of this report, there are 21 articles to be considered, the must important of which, of <br />course, is Article 2—the FY 11 Municipal Budget, along with related Articles 3 and 4, which request <br />voter approval for the Capital Improvement Budget, and the annual appropriation for the Cape Cod <br />Regional Technical High School, respectively. <br />ARTICLE 1.2009 Annual Report of the Town of Mashpee <br />Submitted by: Board of Selectmen <br />Massachusetts law requires each town publish a comprehensive Annual Report for its residents, property <br />owners and interested individuals. Article 1 requests acceptance of Mashpee's 2009 Annual Report. <br />THE FINANCE COMMITTEE RECOMMENDS TOWN MEETING APPROVAL OF THE <br />TOWN OF MASHPEE 2009 ANNUAL REPORT. Vote: 5-0. <br />ARTICLE 2. Fiscal Year 2011 Municipal Budget <br />Submitted by: Board of Selectmen and the Office of the Town Manager. <br />Following is the Finance Committee's analysis of the FY2011 municipal budget appropriations. <br />Following that is the committee's calculation of the projected tax rate based on the budget presented, and <br />estimates of non -property tax revenues and the growth of total assessments in the town. <br />7 <br />'I' <br />
