i_ <br /> t <br /> For October, 2007 Annual Town Meeting <br /> Article E <br /> To see if the Town will vote to amend the General By-laws by: <br /> Amending Chapter 3 to insert new ARTICLE XIII, Historic District Commission, to read as <br /> follows: <br /> "Article XIII - Historic District Commission <br /> 53-48. Appointment; Membership;Alternate Members: <br /> F, <br /> A. The Board of Selectmen shall appoint a Historic District Commission, consisting of <br /> seven members, two members initially to be appointed for one year, two for two <br /> years, and three for three years,and each successive appointment to be made for <br /> three years. The Commission shall include, if possible, at least one member from <br /> two nominees solicited from the Mashpee Historical"Commission one member from <br /> two nominees solicited from the chapter of the American Institute of Architects <br /> covering Mashpee and at least one property owner from within the District. In <br /> addition, in 'order to accurately reflect Mashpee's historical character and the <br /> composition of the town's heritage stewardship, the Commission shall include one <br /> member from two nominees from each of the Mashpee Wampanoag Indian Tribal <br /> Council and the Mashpee Planning Board. If within thirty days after submission of a <br /> written request for nominees to any of the organizations herein named insufficient <br /> nominations have been made, the Board of Selectmen may proceed to make i <br /> appointments as it desires. To the .extent possible, members of the Commission <br /> should be knowledgeable and experienced in historic preservation. <br /> B. The Board of Selectmen may appoint up to three alternate members to the <br /> Commission. Each alternate member shall have the right to act and vote in the <br /> place of one regular member, upon designation by the Chairman of the Commission, <br /> or if the Chairman is unavailable, the Vice Chairman, should such regular member <br /> be absent from a meeting or be unwilling or unable to act or vote. Said alternate <br /> members shall initially be appointed for terms of two or three years, and for three- <br /> year terms thereafter. <br /> C. Each 'member and alternate. member shall continue to serve in office after the <br /> expiration date of his or her term until a successor is duly appointed. Vacancies, as <br /> they occur, shall be filled for the unexpired term in the same manner as in the case <br /> of original appointments. <br /> §3-49. Organization; Officers: The Historic District Commission shall elect annually a <br /> Chairman, Vice Chairman and Secretary from its own members. The election shall take place at <br /> the first meeting of the Board after July 1 of each year. <br /> §3-50. Meetings: Meetings of the Commission shall be held at the call of the Chairman, at <br /> the request of two members and in such other manner as the Commission shall determine in its <br />
