Please note that, to the extent <br /> the Town wishes to consider a change to the membership requirements for the Sewer <br /> Commission, the provisions of Chapter 2, Article 9, §3-24 of the General Bylaws would have to <br /> be amended by a majority vote of Town Meeting. Please let me know if you require any further <br /> assistance preparing a Warrant article in this regard. w <br /> Article 18 (General Bylaw, Chapter 121 -Outdoor Lighting) <br /> I note that the title to Subsection 121.3 "Exceptions" appears to be mistyped. A more ,r <br /> appropriate title for this subsection would be"Prohibited Light Sources". <br /> I recommend that Section 121.6(a)be amended by adding the term"Non-conforming"to <br /> the beginning of that sentence. <br /> I further noted that there were no provisions set forth in this General Bylaw relative to <br /> enforcement authority or procedures to compel compliance with the terms thereof. At minimum, �k <br /> I believe it would advisable for the proponent of the Article to identify the Town officer(s) who <br /> are vested with authority to enforce the subject Outdoor Lighting Bylaw. The Building Inspector <br /> would appear to be a logical enforcement authority in this case. The Town could also impose a <br /> schedule of fines or other penalties based upon confirmed violations of the Bylaw, should it <br /> deem it appropriate to do so. Please advise if you would like me to propose any additional '^ <br /> language for such substantive modifications to the draft Bylaw. 4 r. <br /> Article 20 (Proposed Pit Bull Regulation) <br /> (jek <br /> 4 <br /> I note that this proposed"Regulation"was submitted by petition. Accordingly,provided <br /> that the Petitioners have complied with the provisions of G.L. c.39, §10 and applicable Town <br /> Bylaws, the Article must appear in the Warrant as submitted. Although the Warrant Article is <br /> unclear on this point, I assume that the proposed"Regulation" is intended to be implemented as a iil J�yid <br /> General Bylaw of the Town.
