§3-11. Authority to Inspect Records: The Finance Committee shall have authority at any <br /> time to examine and investigate the books, accounts and management of any <br /> department of the Town and of all officers thereof, and all official or departmental <br /> records shall be open to the inspection of the Committee or of any person authorized <br /> in writing to act for the Committee. <br /> §3-12. Reimbursement: The members of the Finance Committee shall serve without pay <br /> for their services, but they may be reimbursed for actual expenses incurred in the <br /> discharge of their duties hereunder, with the approval of the Board of Selectmen. <br /> §3-�13. Vacancies: Vacancies occurring in the Finance Committee shall be filled by the <br /> appointing authority pursuant to the Charter. <br /> a, <br /> ARTICLE IV -- Council on Aging <br /> History: Adopted as Ch.2,Article 2.7 of the 1980 Code. <br /> §344. Appointment; Purpose: The Board of Selectmen shall appoint a Council on. Aging <br /> for the purpose of coordinating or carrying out programs designed to meet the <br /> problems of the aging in cooperation with programs of the Department of Elder <br /> Affairs established under Chapter 19A of the General, Laws. <br /> §3-15. Membership; Terms: Reappointment; Compensation: The Board of Selectmen <br /> shall appoint the Council on Aging, consisting of nine (9) members whose terms shall <br /> be arranged so that, as nearly as, possible, an equal number ofterms expires each year. <br /> Except in the case of initial appointments, members shall be appointed for terms of <br /> three years and to authorize the initial appointment of two additional members as <br /> follows: one for a three year term expiring on June 30, 2004 and one for a one year <br /> term expiring on June 30, 2002. <br /> History: Amended 5-7-2001 ATM,Article 22,a roved by Attorney General on 8-17-2001. <br /> §3-�16. Vacancies: Whenever a vacancy shall occur in the membership of the Council, be <br /> reason of death, resignation, 'inability to act or for any other reason, the vacancy shall <br /> be filled by appointment by the Selectmen for the remainder of the term. <br /> §3-17. Organization: The Council on Aging, at its first annual meeting and thereafter <br /> annually in July of each year, shall elect from its membership a Chairman, Vice <br /> Chairman, Secretary and Treasurer. Each officer shall hold office until the next <br /> annual election. In the event a vacancy occurs in any of the offices above, the <br /> Council shall hold a special meeting for the purpose of electing one (1) of its <br /> members to fill such vacancy. <br /> History: Amended 10�-1-1990 A"TM Article 12.,approved by Attorne General on 12-18-1990. <br /> §348. Annual Report: The Council shall prepare and submit an annual. report of its <br /> activities to the Town and shall send a copy thereof to the Department of Elder <br /> Affairs. <br /> 27 <br />
