§6-14. Consideration of Proposed Capital Outlays. The Committee shall, in accordance <br /> with the provisions of the Charter, Section 6-8, study proposed capital outlays <br /> involving the acquisition of land or any expenditure of one hundred thousand dollars <br /> ($100,000) having a useful life of at least three (3) years. All officers, boards and <br /> committees, including the Selectmen and School Committee, shall, by September I of <br /> each year, give to such Committee, on forms prepared by it, information concerning <br /> all projects anticipated by them, i.e., involving the acquisition of land or an <br /> expenditure of one hundred thousand dollars ($100,000) having a useful life of at <br /> least three (3) years. The Committee shall consider the relative need, timing and cost <br /> of these expenditures and the effect each will have on the financial position of the <br /> Town. <br /> History: Amended 5-7-2001 ATM,Article 24,app roved by Attorney General on 8-18-2001 <br /> §6-15. Preparation of Annual Report. <br /> History: Amended 10�-7-1996 ATM, Article 53,approved by Attorney General on 12-9-1996. <br /> A. The Committee shall prepare and submit to the Town Manager, by the second <br /> Monday in January, an annual written report containing a Capital Improvement <br /> Program for the following fiscal year. The Town Manager shall submit the <br /> Capital Improvement Program to the Finance Committee by the first Monday in <br /> February. The Finance Committee will include said Program, including <br /> explanations, in its Report to the Spring Annual Town Meeting. The Finance <br /> Committee will submit an. article to the Board of Selectmen. for inclusion in the <br /> warrant of the budget for capital outlays, as recommended by the Capital <br /> Improvement Program Committee. <br /> B. The Committee shall also prepare a Capital Improvement Program for the <br /> following five (5) years for presentation to the Finance Committee. The Finance <br /> Committee will include said report from the Capital Improvement Program <br /> Committee, including explanations, in its report to the Spring Annual Town <br /> Meeting. The Finance Committee will submit an article to the Board of <br /> Selectmen for inclusion in the warrant for the Capital Improvement Program for <br /> the following five (5) years, as recommended by the Capital Improvement <br /> Program Committee. <br /> C. The Committee may make such, investigations and hold such hearings as it may <br /> deem necessary but shall hold at least one (1) public hearing annually during the <br /> Committee's deliberations on capital projects, said hearing to be held following <br /> notice published in a newspaper of general circulation in the Town. <br /> §6-17. Effect of Program. Such Capital Improvement Program, after its adoption by Town <br /> Meeting action, shall permit the expenditure on projects included therein of sums <br /> from departmental budgets for surveys, engineering advice, options or appraisals <br /> which may be expended for projects listed thereon, but no such expenditure shall be <br /> incurred on projects which have not been so approved by Town Meeting action. Such <br /> expenditures may also be made as to projects approved by the Town through the <br /> appropriation of sums in the current or prior years and also for preliminary planning <br /> for projects to be undertaken more than five (5) years thence. <br /> 45 <br />
