D. Section. 174,-54B currently reads: One (1) bulletin or announcement board or identification. <br /> sign for a permitted nonresidential building or use, not more than six (6) square feet in <br /> signboard area, is permitted. For churches, institutions, two (2) bulletin or announcement or <br /> identification signs are permitted on each buildimz. Each church or institution sign be not more <br /> than ten (10) square feet in signboard area. No such sign shall be located nearer a street than <br /> one-half(1/2) the required front yard depth. <br /> 1. By changing the first sentence of Section 174-54B to read: <br /> 0 <br /> One (1) freestanding identification sign for a permitted nonresidential building or use, not <br /> more than six (6) square feet in signboard area, is permitted. <br /> Explanation: Bulletin board and announcement signs are used by the churches and other <br /> religious institutions to identify who is giving the sermon and other special activities. Such <br /> signs, are covered under the next provision. By deleting this specification provides a <br /> nonresidential building or use to have a minimal size permanent freestanding sign. <br /> 1. By inserting into the second and third sentences of Section 174-54B the words "synagogues" <br /> and "mosques" and changing these sentences to read: <br /> For churches, synagogues, mosques or institutions, one (1) bulletin or announcement or <br /> 0 <br /> identification sign on each building and/or one (1) freestanding bulletin or announcement <br /> or identification sign is permitted, Each church, synagogue, mosque or institution <br /> building sign shall be governed by Section 174-55 B. <br /> Explanation: The addition of synagogues and mosques is to be inclusive of different religious <br /> faiths. Two building signs did not make sense, particularly after the change to the first sentence <br /> of Section 174-55B. These changes would allow these facilities the opportunity to have an <br /> announcement sign on the building and, particularly for those churches with larger building <br /> setbacks, the opportunity to have a traditional freestanding announcement sign. <br /> The change of building sign. area to being governed by Section 174-55B, (see changes to that <br /> section) will provide signage that is based on the building/wall size, which is more reasonable. <br /> The requirements of freestanding signs would be addressed through the following changes.- <br /> 1. By changing the fourth sentence of Section 174-54B to read: Freestanding signs up to 10 <br /> square feet are allowed for those identified institutions and may not be placed closer than <br /> 5 feet from the property line or block a line of sight for pedestrian and traffic safety if so <br /> determined by the D.P.W. Director. <br /> Explanation: To allow and provide better opportunity to view signs and allow review by DPW <br /> director to apply traffic safety principles. This proposal would help preserve the natural <br /> environment of the property, e.g. do not have to clear cut to see such sign, which, is only 6 <br /> square feet. <br /> E. Section 174-54D currently reads: One (1) "for sale"' or "for rent" sign, not more than three <br /> (3) square feet in signboard area and advertising only the premises on which the sign is located, <br /> is permitted. <br /> 42 <br />
